Russian President Vladimir Putin invited Alaksandar \u0141uka\u0161enka last week to have him articulate Russia’s proposal to Ukraine and the West to return to the Istanbul agreements of 2022.<\/strong><\/p>\n\n\n\n

\u0141uka\u0161enka’s latest trip to Moscow on April 11 and 12 was different from his frequent visits to Russia.<\/p>\n\n\n\n

Kremlin’s mouthpiece<\/strong><\/h2>\n\n\n\n

Until recently, \u0141uka\u0161enka and Putin usually discussed bilateral ties, avoiding the war in Ukraine as if it was not a big deal. In contrast, Ukraine was the only topic during their news conference last week.<\/p>\n\n\n\n

Putin needed \u0141uka\u0161enka to announce Moscow’s proposal. The Belarusian ruler started off by criticizing the Ukrainian president\u2019s initiative to hold a peace summit in Switzerland without Russia.<\/p>\n\n\n\n

Russian plan: accept occupation of Crimea and Donbass<\/strong><\/h2>\n\n\n\n

On June 20-24, a high-level conference on peaceful settlement in Ukraine will be held in B\u00fcrgenstock, Switzerland, with 80 to 100 countries participating.<\/p>\n\n\n\n

Ukraine and the West are set to promote President Volodymyr Zelensky’s peace plan, which includes a point unacceptable to Moscow, such as the withdrawal of troops beyond Ukraine’s 1991 borders.<\/p>\n\n\n\n

The key question is whether China will attend. In fact, it will be an attempt to form a large pro-Ukrainian and anti-Russian coalition involving countries of the Global South.<\/p>\n\n\n\n

Moscow is annoyed. It would like to disrupt the conference, or at least make it look insignificant. That is why it suggested a return to the Istanbul agreements.<\/p>\n\n\n\n

The agreements, allegedly initialed by Russia and Ukraine in March 2022, have not been published, but their content was leaked to the media.<\/p>\n\n\n\n

Ukraine is expected to drop its NATO membership bid, declare neutral status, recognize Crimea as part of Russia and the self-proclaimed Donetsk and Luhansk republics as independent states. Other Ukrainian territories captured by Russia would be a subject of negotiations.<\/p>\n\n\n\n

Moscow hinted that it was ready to return to the territorial arrangement that existed before the large-scale invasion, with Ukraine losing Crimea and Donbass.<\/p>\n\n\n\n

The proposal is intended not so much for Ukraine but for the West, which is currently at a crossroads as it prepares to make important strategic decisions about further military support to Kyiv.<\/p>\n\n\n\n

Moscow hopes that the West is ready to accept its plan and put pressure on Kyiv to end the war.<\/p>\n\n\n\n

Most likely, it is just a ploy to disrupt the conference in Switzerland. Moscow is unlikely to return Ukraine the territories seized, especially now that Russia’s claim to the Donetsk, Zaporizhzhia, Luhansk and Kherson regions is codified in the Russian constitution.<\/p>\n\n\n\n

Symbolically, it was \u0141uka\u0161enka who announced the idea of returning to the Istanbul agreements. Putin just nodded his head.<\/p>\n\n\n\n

On the one hand, the Belarusian leader\u2019s presence seemed to emphasize the importance of the Kremlin’s offer. On the other, if something goes wrong, it will be easy for Moscow to withdraw the offer because it was made by \u0141uka\u0161enka, not the Kremlin.<\/p>\n\n\n\n

\u0141uka\u0161enka concedes he is co-aggressor<\/strong><\/h2>\n\n\n\n

Never before has \u0141uka\u0161enka acknowledged so directly his involvement in Russia\u2019s aggressive policy.<\/p>\n\n\n\n

“If they want to talk about peace in Ukraine in Switzerland without us \u2013 they call it a peace conference \u2013 God be with them. Our position is that they can only agree there on how to escalate this conflict,\u201d he said.<\/p>\n\n\n\n

\u201cWhat can we discuss with them if they try to gather more than one hundred nations there and dictate something to us or bend us over? This is not a proposal for peace talks.\u201d<\/p>\n\n\n\n

\u201cThey are shouting that \u0141uka\u0161enka and Putin will conquer Europe tomorrow,” the Belarusian leader’s press office quoted him as saying. “We have never discussed such plans that we want to conquer any country.”<\/p>\n\n\n\n

The Belarusian leader also boasted that he had attended a meeting of the Russian Security Council. According to him, that was proof of Russia\u2019s trust.<\/p>\n\n\n\n

He bristled at the question from a Russian journalist about Belarus\u2019 possible full-scale involvement in the war. He looked confused and answered nervously. This is a sensitive topic that he probably discussed with Putin.<\/p>\n","protected":false},"excerpt":{"rendered":"
