The agency has not provided any detail on methodology, suggesting that the public should take its word for it.<\/p>\n\n\n\n<p>Journalists, however, have many doubts and complaints about statistical data in Belarus.<\/p>\n\n\n\n<p>Bie\u0142stat was trying to improve at one point. In early 2020, jointly with Eurostat, it conducted an assessment of the national statistical system. The results were generally positive, and solutions were proposed to solve problems.<\/p>\n\n\n\n<p>But the agency took a big step toward increased secrecy after being authorized to restrict public access to any data.<\/p>\n\n\n\n<p>Amendments took effect in December 2022 and March 2023 to restrict access to information &#8220;if its dissemination and presentation may harm national security, public order, morality, rights and legitimate interests of legal entities and individuals.&#8221;<\/p>\n\n\n\n<p>Bie\u0142stat restricted access to some data before. The changes only cemented this practice.<\/p>\n\n\n\n<p><strong>User trust in official statistics, percentage<\/strong><\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-wp-embed is-provider-flourish wp-block-embed-flourish\"><div class=\"wp-block-embed__wrapper\">\n<iframe class=\"wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" title=\"Interactive or visual content\" src=\"https:\/\/flo.uri.sh\/visualisation\/17180401\/embed#?secret=FPjOkmLta4\" data-secret=\"FPjOkmLta4\" frameborder=\"0\" scrolling=\"no\" height=\"575\" width=\"500\"><\/iframe>\n<\/div><figcaption class=\"wp-element-caption\">Sources: Eurostat, Bie\u0142stat<\/figcaption><\/figure>\n\n\n\n<p>Countries: France, Austria, Sweden, Czechia, Germany, Latvia, Lithuania, the Netherlands, Slovakia, Estonia, Cyprus, EU, Belgium, Ireland, Croatia, Poland, Denmark, Greece, Bulgaria, Spain, Malta, Finland, Hungary, Italy, Slovenia, Luxembourg, Romania, Portugal, Belarus.<\/p>\n\n\n\n<p>Despite the lack of transparency, the agency claims a high level of public trust.<\/p>\n\n\n\n<p>Instead of fulfilling the role of an impartial chronicler of what is happening in society and the economy, Bie\u0142stat may be manipulating data, journalists suspect.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Officials may not have access to correct data<\/strong><\/h2>\n\n\n\n<p>The 2020 political crisis was the turning point. The information that disappeared from the public domain was initially limited to individual figures, but over time whole sections began to vanish.<\/p>\n\n\n\n<p>During the coronavirus pandemic, Bie\u0142stat stopped publishing data on mortality and birth rates and delayed the publication of population data.<\/p>\n\n\n\n<p>As the economy was hit by sanctions, information on foreign trade became unavailable. Trade data by country and major commodity, including potash and petroleum products, was hidden. In addition, a large amount of data on public finances &#8211; from state budget execution to public debt \u2013 has been suppressed.<\/p>\n\n\n\n<p>It is becoming increasingly difficult for independent journalists and experts to analyze Belarus&#8217; economic performance.<\/p>\n\n\n\n<p>A lack of data also makes it more difficult to make business plans and assess risks for companies.<\/p>\n\n\n\n<p>Even officials seem to lack access to complete information and may not be able to make informed decisions on economic regulation.<\/p>\n\n\n\n<p>Moreover, Bie\u0142stat refuses to provide data to international organizations, including those that are considered quite friendly toward Minsk, such as the Eurasian Development Bank and Eurasian Economic Union.<\/p>\n\n\n\n<p>On a positive side, in 2023 Bie\u0142stat introduced new information and analysis systems, such as Geostatistics and the Regional Sustainability Data Platform.<\/p>\n\n\n\n<p>However, these tools do not disclose the hidden data, but only present available information in a more accessible form.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>In the spirit of Soviet practices<\/strong><\/h2>\n\n\n\n<p>By a strange coincidence, the level of user confidence in official statistics in Belarus, at 81 percent, mirrors the official result of the presidential election and is equal to the highest country indicator of confidence in statistics across the EU.<\/p>\n\n\n\n<p>On the one hand, officials are trying to show that state statistics enjoy a high level of trust on par with the best foreign practices.<\/p>\n\n\n\n<p>A typical user of Belarusian statistical data includes officials, students or businesspeople who, on average, use it no more than twice a month.<\/p>\n\n\n\n<p>Their main interests are prices, employment and living standards, and most of them use this information out of curiosity rather than for work. Three in four users prefer to use Bie\u0142stat websites for the purpose.<\/p>\n\n\n\n<p>In contrast to Belarus, users in the EU are characterized by a wider range of interests. Women and older people are more interested in official data.
