If Alaksandar \u0141uka\u0161enka were to disappear for any reason, the three branches \u2013 the president, parliament and All-Belarusian People\u2019s Assembly \u2013 would come to blows. The new system design is by definition conflict-laden and could plunge the country into a political crisis.<\/strong><\/p>\n\n\n\n

The Assembly is to convene on April 24-25 for the first time after it was given powers to deal with almost any issue of domestic and foreign policy.<\/p>\n\n\n\n

People locked out of politics<\/strong><\/h2>\n\n\n\n

The Assembly is not elected in contrast to the president and the House of Representatives, although parliamentary and presidential elections are conducted to maintain the fiction that Belarus is a democracy.<\/p>\n\n\n\n

A third of Assembly delegates will be high-ranking officials; another third, members of the parliament and local soviets (elected councils); and 40 percent, delegates from government-organized non-governmental organizations (GONGOs).<\/p>\n\n\n\n

Five GONGOs are authorized to send 80 delegates each: the Federation of Trade Unions of Belarus, Bie\u0142aja Ru\u015b, the Belarusian Women\u2019s Union, the Belarusian National Youth Union and the Belarusian Association of Veterans.<\/p>\n\n\n\n

When the previous Assembly was being formed, state television networks showed meetings of workers at enterprises who allegedly discussed candidacies before taking a vote.<\/p>\n\n\n\n

This year, the delegates will be confirmed between April 1 and 10. <\/p>\n\n\n\n

\u0141uka\u0161enka changes his mind<\/strong><\/h2>\n\n\n\n

The constitutional reform was originally conceived as a mechanism of power transition from \u0141uka\u0161enka to someone else. For this reason, he shared some of his powers with the Assembly, which was supposed to supervise the process.<\/p>\n\n\n\n

At the first session, the Assembly is expected to elect a chairperson for five years.<\/p>\n\n\n\n

\u0141uka\u0161enka initially planned to take charge in order to control the next president, but while the Constitution was being revised, he changed his mind about resigning and handing over power to someone else.<\/p>\n\n\n\n

The new Constitution was intended for a new president, but \u0141uka\u0161enka does not want to step down.<\/p>\n\n\n\n

He still has the powers he had before the reform, but now some of his powers are divided between the presidency and Assembly chairmanship. He plans to hold both positions.<\/p>\n\n\n\n

Time bomb<\/strong><\/h2>\n\n\n\n

As long as he is at the helm, all other branches, such as the cabinet, parliament and judiciary are decoys without any real powers. \u0141uka\u0161enka is the only state institution that really works.<\/p>\n\n\n\n

The Assembly will be exactly the same artificial body as the other branches. Its 1,200 delegates, who meet once a year for a two-day session, cannot govern the country.<\/p>\n\n\n\n

On the first day, the delegates are expected to elect the chairperson, deputy chairpersons, the presidium and approve the rules of procedure.<\/p>\n\n\n\n

On the second, the Assembly will consider a new national security concept and a military doctrine. Then the delegates will leave for recess and meet again for two days in a year’s time.<\/p>\n\n\n\n

“Some of our fugitives and the West are betting on trying to disorganize and disrupt the meeting and decision-making as much as possible \u2013 we should not give them such a gift,” \u0141uka\u0161enka warned officials earlier this month.<\/p>\n\n\n\n

It is unclear who and why would want to disorganize the Assembly, a body used for the time being for faking people\u2019s involvement in politics.<\/p>\n\n\n\n

If the incumbent leaves for whatever reason, the entire system he has built could lose the balance and fall apart.<\/p>\n\n\n\n
