The broader indicator of risk of poverty or social exclusion stood at 26.3 percent, according to preliminary Eurostat data. Older people are particularly vulnerable: the share of people aged 65 and over at risk of poverty reached 39.2 percent, an increase of 2.3 percentage points in one year.

However, it is important to distinguish between the two indicators. Income poverty risk refers to a situation in which a person’s income, adjusted for household size, is below 60 percent of the national median. This category accounts for 22.6 percent of Lithuania’s population.

The broader indicator of risk of poverty or social exclusion also includes people experiencing severe material and social deprivation or living in households, in which most of members do not work. Meeting any one of these conditions is sufficient to qualify; people who meet several are counted only once. This explains why the second figure is higher, at 26.3 percent.

Propaganda does not lie, but only technically

News of rising poverty in Lithuania has spread through Belarusian state media, which have contrasted their neighbor’s hardships with alleged stability and prosperity in Belarus. The media cite only positive numbers: according to Biełstat, more than 93 percent of households are satisfied with their lives, while user trust for official statistics stood at 80.7 percent at the end of 2025.

Strictly speaking, Belarusian propaganda is not lying when it cites Lithuanian data. Moreover, severe poverty is not confined to Lithuania: in some European Union regions, social risks affect around half the population. According to Eurostat data for 2025, 54.8 percent of French Guiana’s residents were at risk of poverty or social exclusion, as were 45.3 percent of residents in Italy’s Calabria, 44 percent in Sicily, 43.7 percent in Spain’s Melilla, and 42.3 percent on the French island of Réunion. Across the EU as a whole, the figure was 20.9 percent of the population, or 92.7 million people.

However, Belarusian state propaganda concealed some important details. First, Lithuania’s at-risk-of-poverty threshold in 2025 was €699 per month for a person living alone.

The threshold varied considerably across other EU countries: €2,502 per month in Luxembourg, €1,827 in Austria and €1,810 in Denmark. At the other end of the scale were Romania, at €409, Hungary, at €440, and Bulgaria, at €443 per month. Even the Lithuanian figure, however, raises the question of how many Belarusians would fall below such a threshold.

Of course, mechanically applying Lithuania’s monetary threshold to Belarus would be inappropriate. Differences in prices, purchasing power and several other factors must be taken into account.

European statistics take quality of life into account

European statistics do not focus solely on income but also take quality of life into account. Behind the complex terminology lie everyday questions: Can people afford heating, replace worn-out clothes, cover unexpected expenses, enjoy regular leisure activities or even meet friends for lunch at least once a month? In other words, the issue is not just whether people can meet their basic needs but whether they can participate in ordinary social life. This is why Belarus’ low poverty indicators, frequently cited by Biełstat and pro-government media, differ substantially from the European indicators of risk of poverty or social exclusion.

To apply the same principle across countries, people whose disposable income, adjusted for household, is below 60 percent of the national median income should be considered at risk of poverty. This is the approach used by Eurostat. The median divides the population into two halves: one earns less than this amount, while the other earns more. Unlike the arithmetic mean, the median is less affected by the very high incomes of a small group of people and better reflects the circumstances of a typical resident.

Buried deep in Biełstat’s data, one can find a comparable indicator, such as a relatively low income, which affected 11.1 percent of the population in 2024. At the same time, a direct calculation based on the distribution of average per capita disposable resources for the first quarter of 2026 puts the share of the population below the 60-percent-of-median threshold at around 18 percent. Both calculations use a relative threshold and are therefore closer to Lithuania’s income poverty risk indicator of 22.6 percent in 2025 than Belarus’ low income based on the subsistence minimum, which stood at 3.4 percent in 2025 and is more frequently cited by state media and officials.

Call to action, not a reason for silence

Being classified as at risk of poverty does not mean that a person is left without assistance. High heating bills can indeed place a serious burden on a household budget, but Lithuania has a targeted compensation scheme to cover these costs. For example, under the 2026 rules, a pensioner living alone on a sole income of €650 can receive full compensation for heating costs within the established allowance. In an official example provided by Lithuania’s Ministry of Social Security and Labour, a pensioner receiving a pension of €810 pays no more than €11.10 per month to heat a home of 50 square meters within the prescribed allowance; the compensation covers the rest. A family of two adults and two children with an income of €1,200–1,400 can also receive full compensation for heating costs within the prescribed allowance of 70 square meters.

Moreover, this is a widespread support mechanism. During the 2025–2026 heating season, an average of around 165,000 people per month received compensation, at a total cost to the state of approximately €69 million.

But what matters even more is not the difference between the indicators or the fact that Lithuania’s poverty risk threshold of nearly €700 per month might seem like a fairly comfortable income to many Belarusians. What matters more is the role these statistics play in public life. In Lithuania, as in other EU countries, poverty data provide a basis for public debate: the media draw attention to vulnerable groups, politicians propose support measures, and society can assess the results. An inconvenient figure serves as a warning and a call to action. After all, the purpose of such statistics is to help identify and solve problems, not to manipulate figures to create an image of prosperity and provide material for polished speeches and misleading headlines in the media.

                                 Economy

                             The Viewer

                    Economy, The Viewer

Belarusians’ remittances to home country grow, reflecting strong economic ties

An increase in bank transfers to Belarus suggests that more economically active Belarusians now live abroad.
