VAT will play the leading role, with revenue from the tax expected to rise by 19 percent to 25.6 billion rubels.

Revenue from foreign economic activity, however, is projected to grow much more modestly. This suggests that the state expects to generate additional billions primarily from domestic economic activity, without anticipating major gains in foreign markets.

Revenue from corporate profit tax is expected to jump by 22.6 percent to 3.56 billion rubels. Such projections seem unexpectedly optimistic given the forecast slowdown in economic growth.

Nontax revenue is also expected to increase, by 10.8 percent to 7.3 billion rubels. The state expects to collect more dividends and profits from state-owned enterprises, as well as more fines. According to official calculations, Belarusians and local businesses are expected to pay 324 million rubels in fines next year, 11 million more than a year earlier.

Foreign financial assistance, primarily from Russia, remains a major source of budget revenue. Grants from foreign states are projected to total 5.28 billion rubels in 2027, down 1.4 billion rubels, or nearly 21 percent, from 2026. Even after this reduction, however, they will account for almost 9 percent of national budget revenue.

We have already explained in a previous article why this does not mean that relations between Moscow and Minsk are cooling. Alongside the 1.4-billion-rubel reduction in financial assistance, Belarus plans to cut its debt-servicing costs by 2.2 billion rubels.

Since Russia remains Belarus’ main creditor, this substantial reduction in the debt burden amid declining direct assistance can hardly be considered a coincidence.

Overall, the revenue outlook for the public and businesses is clear: officials expect to collect more through taxes, corporate profits and other domestic sources while budgeting for a decline in direct foreign receipts.

Meanwhile, as we will see below, the government plans to spend more next year and will look to the pockets of the public and the bank accounts of businesses to find the money.

Social spending

National budget expenditures are divided into 10 broad categories, ranging from general government operations, the national economy and defense to health care, education and social policy.

An interesting pattern emerges: almost all major spending categories are set to increase in 2027. The sole exception is general government operations, whose funding is being cut by 5.7 percent, or approximately 1.5 billion rubels.

This does not mean, however, that officials have decided to economize on themselves. A substantial portion of this category consists of government debt payments. As noted above, lower debt-servicing costs largely explain the overall reduction in this area.

At first glance, the increase in housing and utilities spending is particularly striking. One might think the government intends to nearly double funding for the sector. In monetary terms, however, the increase — from approximately 9 million to 18 million rubels — is small by national budget standards.

The reason is that local budgets bear most of the cost of financing municipal services.

Much the same applies to health care, education, culture, sports and social policy. The national budget finances individual institutions, nationwide programs and other expenditures at the national level, while most day-to-day spending on hospitals, schools and municipal infrastructure comes from local budgets.

Therefore, an increase in national budget allocations to these areas does not necessarily mean that spending on these services will rise by the same proportion across the country.

Still, the increases in civilian spending are substantial. Health care spending is expected to rise by nearly 18 percent, while education spending is projected to increase by approximately 17.5 percent. Both figures are significantly higher than the overall 3.6 percent increase in budget expenditures and exceed the stated inflation target.

But increasing the day-to-day funding of hospitals and educational institutions is one thing; finding money for individual projects is another. Nor should these percentages automatically be taken to mean that doctors’ and teachers’ salaries will rise by the same amount or that access to health care and education will improve accordingly.

Security forces will not be shortchanged

The most telling trend, however, is the continued rapid and steady increase in allocations for defense and security.

Belarus plans to allocate 5.19 billion rubels ($1.7 billion) for national defense in 2027, almost 15 percent more than a year earlier. More than 7 billion rubels will go to the judiciary, law enforcement and security, an increase of approximately 11.5 percent.

Combined, these areas will account for about 21 percent of national budget expenditures, up from approximately 19 percent a year earlier.

This means that funding for defense and the security apparatus is growing not only in absolute terms but also as a share of overall government spending. The increase in these two categories accounts for nearly 68 percent of the net growth in national budget expenditures.

These figures cover only the funds explicitly listed under the relevant budget categories. Some spending on the needs of security agencies may be recorded under other, ostensibly civilian categories.

The growing allocation for the security apparatus deserves closer examination. How have Belarus’ budget priorities changed in recent years? How much does the state actually spend on defense, law enforcement and security, and what expenditures might be concealed under civilian-sounding budget headings?

These questions are becoming increasingly relevant not only for Belarus’ budget but also for public finances across the region. Unfortunately, there are compelling reasons for this.

                                 The Viewer

                    The Viewer

Budget 2027: Revenue to rise, but spending to be more restrained

Budget to grow at a slower pace The 2027 draft national budget projects revenue of 58.9 billion rubels ($20 billion) and expenditure of 60.8 billion rubels ($20.4 billion).
