The gap persisted in 2025: 6.9 percent of GDP versus 13.9 percent of capital expenditures. This is not a one-year fluctuation but evidence that the sector\u2019s share of capital expenditures is significantly higher than its contribution.<\/p>\n\n\n<div class=\"flourish-embed flourish-chart\" data-src=\"visualisation\/30017384\"><script src=\"https:\/\/public.flourish.studio\/resources\/embed.js\"><\/script><noscript><img decoding=\"async\" src=\"https:\/\/public.flourish.studio\/visualisation\/30017384\/thumbnail\" width=\"100%\" alt=\"chart visualization\" \/><\/noscript><\/div>\n\n\n\n<p>This alone does not make the sector inefficient. However, the picture becomes much clearer when one takes into account the numerous benefits and preferences it receives, including direct and indirect government support, subsidies, preferential lending and regular debt write-offs.<\/p>\n\n\n\n<p>Taken together, these factors make it possible to assess not only the sector\u2019s achievements but also the price the entire economy pays for them \u2014 and that says something about the quality of governance, both of the economy and of the country as a whole.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Experience of Poland, Lithuania and Latvia<\/h3>\n\n\n\n<p>Belarusian agriculture certainly can boast of achievements. The country produces and exports significant volumes of milk, meat and other agricultural products. Belarusian farm produce has a good reputation and many competitive advantages.<\/p>\n\n\n\n<p>But the question is not only how much is produced, but also what it costs.<\/p>\n\n\n\n<p>A significant share of these achievements has resulted from an excessive concentration of resources from across the economy. If a sector receives more capital, cheap loans and administrative support, it can increase its physical output. But tons of grain or liters of milk, by themselves, say little about efficiency.<\/p>\n\n\n\n<p>The neighbors have been much more efficient. Poland, Lithuania and Latvia went through painful market transformations that saw inefficient farms close and competition increase.<\/p>\n\n\n\n<p>Their agricultural sectors did not disappear. They changed their structure and gained access to the European market, modern technologies and new financial instruments.<\/p>\n\n\n\n<p>An open market does not guarantee success for every farm. The competitive environment is genuinely tough: weak businesses disappear, while strong ones are forced to constantly improve.<\/p>\n\n\n\n<p>But it is precisely the need to survive without endless administrative pressure and the annual struggle to meet production targets that forces businesses to calculate costs, adopt new technologies and seek more profitable areas of specialization.<\/p>\n\n\n\n<p>The mechanisms of government support also differ. It is no secret that European agriculture also receives substantial subsidies and enjoys protection.<\/p>\n\n\n<div class=\"flourish-embed flourish-chart\" data-src=\"visualisation\/30017367\"><script src=\"https:\/\/public.flourish.studio\/resources\/embed.js\"><\/script><noscript><img decoding=\"async\" src=\"https:\/\/public.flourish.studio\/visualisation\/30017367\/thumbnail\" width=\"100%\" alt=\"chart visualization\" \/><\/noscript><\/div>\n\n\n\n<p>However, farmers there also have their own associations, political representation and the ability to advance their interests. Their protests regularly shake European capitals, and their demands become part of a healthy political process.<\/p>\n\n\n\n<p>Democracy does not make agricultural policy perfect or eliminate dependence on subsidies. But it allows producers to act as political stakeholders rather than objects of government orders.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Harvests, milk yields, weight gains \u2014 at what cost?<\/h3>\n\n\n\n<p>In Belarus, farms receive orders and resources from the government, but have no say in shaping the rules under which they operate \u2014 a familiar Soviet model. The future of the sector is effectively left to government officials.<\/p>\n\n\n\n<p>And the views of most Belarusian officials and Alaksandar \u0141uka\u0161enka himself appear to remain rooted in the logic of the Soviet planned economy.<\/p>\n\n\n\n<p>Under that system, a farm\u2019s main task is to obtain machinery, fertilizers and funding, deliver the assigned output and report to a superior. Competitiveness, profitability and costs do not matter.<\/p>\n\n\n\n<p>A telling example is the Kupala\u016dskaje agricultural holding company in the Mahilo\u016d region. It was supposed to showcase a new approach to managing large agricultural enterprises and serve as an example of successful consolidation and greater efficiency. The government invested public funds in it and provided it with raw materials and feed.<\/p>\n\n\n\n<p>But the effort failed. Last month, after criticizing the holding over livestock deaths and poor discipline, \u0141uka\u0161enka ordered it dissolved and its farms returned to local authorities\u2019 control.<\/p>\n\n\n\n<p>The problem with Belarusian agriculture is not the ruler\u2019s excessive affection for the sector. The problem is that the former Soviet farm boss has transferred the logic of the Soviet collective farm to agricultural management \u2014 and to the country as a whole.<\/p>\n\n\n\n<p>Such a system can mobilize people and distribute public funds; at times, it can even achieve a desired target by the next politically important date.
