Most independent media outlets were branded &#8220;extremist&#8221; organizations or groups, forcing hundreds of journalists into exile. Dozens of reporters and media executives have since been imprisoned. While many independent outlets continue operating from abroad, their reach has been severely limited by government restrictions.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Editorial offices, journalists and audiences targeted<\/h2>\n\n\n\n<p>The authoritarian governments of Belarus, Iran, North Korea and Russia have all managed to restrict public access to independent media despite the inherent difficulty of controlling the internet.<\/p>\n\n\n\n<p>In Belarus, the crackdown targeted editorial offices, individual journalists, influencers and the audiences consuming independent media.<\/p>\n\n\n\n<p>Newsrooms were raided, shut down and designated as &#8220;extremist&#8221; organizations or formations, while editors and journalists were arrested. Since 2020, the authorities have labeled 61 media outlets as &#8220;extremist organizations&#8221; or &#8220;extremist formations,&#8221; including leading publications such as tut.by, BelaPAN and Na\u0161a Niva.<\/p>\n\n\n\n<p>Dozens of media professionals were jailed. Two years ago, Belarus held more than 40 journalists behind bars, making it the world&#8217;s leading jailer of journalists per capita. More than 20 journalists remain imprisoned, according to the Belarusian Association of Journalists.<\/p>\n\n\n\n<p>Dozens of exiled Belarusian journalists also face criminal charges and risk immediate arrest and imprisonment if they return to Belarus.<\/p>\n\n\n\n<p>The government has also introduced the designation of &#8220;extremist content,&#8221; allowing it to punish ordinary users for subscribing to or sharing content from independent media outlets and social media accounts.<\/p>\n\n\n\n<p>Law enforcement officers routinely inspect people&#8217;s mobile phones to check which channels and accounts they follow. Those found to possess or share links to banned media or social media accounts face fines or up to 15 days in jail under Article 19.11 of the Administrative Offenses Code. Ironically, this provision does not apply to those who produce the banned content.<\/p>\n\n\n\n<p>Some detainees have been forced to confess on camera to following &#8220;extremist&#8221; content, with the videos later published on pro-government Telegram channels to intimidate the public. Journalists from state television have participated in recording these forced confessions.<\/p>\n\n\n\n<p>The official list of &#8220;extremist content&#8221; now contains thousands of entries, making it virtually impossible for ordinary people to keep track of prohibited materials or remove all banned content from their devices.<\/p>\n\n\n<div class=\"flourish-embed flourish-chart\" data-src=\"visualisation\/29647598\"><script src=\"https:\/\/public.flourish.studio\/resources\/embed.js\"><\/script><noscript><img decoding=\"async\" src=\"https:\/\/public.flourish.studio\/visualisation\/29647598\/thumbnail\" width=\"100%\" alt=\"chart visualization\" \/><\/noscript><\/div>\n\n\n\n<h2 class=\"wp-block-heading\">What is the result?<\/h2>\n\n\n\n<p>The authorities have driven out media outlets that provided independent reporting and critical scrutiny, replacing them with state-controlled media that present a carefully curated picture of reality. Sensitive information about healthcare, the economy, foreign trade and social issues is routinely omitted from public discussion.<\/p>\n\n\n\n<p>Independent media operating from exile have also lost access to much of the official statistical data that was publicly available before 2020, making it harder to assess developments in the country.<\/p>\n\n\n\n<p>The result is a state media landscape that produces increasingly hollow and unconvincing coverage. The authorities struggle to persuade the public because many Belarusians recognize the extent of censorship.<\/p>\n\n\n\n<p>The consequences extend beyond politics. Both private businesses and state enterprises may find it harder to accurately assess economic and social conditions, reducing their ability to make informed decisions.<\/p>\n\n\n\n<p>The government may aspire to return to the Soviet-era model, when a handful of state television channels dominated the information space. In the digital age, however, such complete control is impossible. Social media continue to generate eyewitness reports and citizen journalism beyond the state&#8217;s control.<\/p>\n\n\n\n<p>The authorities are trying to seal every channel through which information reaches independent media, but with limited success. Problems do not disappear simply because reporting on them is suppressed. They can no longer be swept under the carpet indefinitely.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">A broken feedback mechanism<\/h2>\n\n\n\n<p>Independent media also serve as a vital feedback mechanism between society and the government. By shutting down these outlets, the authorities have disrupted one of the country&#8217;s most important channels of communication. As a result, officials have less reliable information on public concerns, making informed policymaking more difficult and fueling dissatisfaction even among government supporters and people who have largely stayed out of politics.<\/p>\n\n\n\n<p>Many officials appear to view public criticism as an act of disloyalty. Yet roads cannot be repaired, public services cannot improve and local problems cannot be solved without honest feedback from citizens.<\/p>\n\n\n\n<p>Officials may find it more comfortable to communicate only with one another, while the public often learns about problems only after water pipes burst, shortages emerge or other crises become impossible to ignore\u2014as happened with the potato shortages in a country long associated with potato production.<\/p>\n\n\n\n<p>Suppressing bad news does not eliminate underlying problems.
