Just a few years ago, the country\u2019s IT sector was a success story, with Belarus seen as an active player in the global market rather than a lagging periphery.<\/p>\n\n\n\n<p>The country boasted an attractive High-Tech Park (HTP), growing exports of digital services, cooperation with international IT giants, strong engineering talent and a relatively liberal regulatory regime for the digital industry.<\/p>\n\n\n\n<p>However, after 2020, following the government\u2019s harsh suppression of mass protests against election fraud, the IT sector became one of the hardest-hit casualties of the political crisis and the subsequent tightening of state control.<\/p>\n\n\n\n<p>That setback demonstrated that the development of IT depends not only on tax incentives and favorable decrees. The sector also requires trust, mobility, openness, predictable rules, access to global markets and confidence in the future. These were precisely the conditions the government failed to provide.<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-wp-embed is-provider-flourish wp-block-embed-flourish\"><div class=\"wp-block-embed__wrapper\">\n<iframe class=\"wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" title=\"Interactive or visual content\" src=\"https:\/\/flo.uri.sh\/visualisation\/29231719\/embed#?secret=QHsijuFgmi\" data-secret=\"QHsijuFgmi\" frameborder=\"0\" scrolling=\"no\" height=\"575\" width=\"500\"><\/iframe>\n<\/div><\/figure>\n\n\n\n<p>As a result, when Belarusian officials speak about digitalization and artificial intelligence, their statements are often met with skepticism.<\/p>\n\n\n\n<p>On the one hand, ignoring the topic is no longer possible. The global economy is rapidly moving toward big data, algorithms, automation, platform-based solutions and AI. Even the most closed and conservative regimes are forced to acknowledge that digital transformation is essential for economic competitiveness.<\/p>\n\n\n\n<p>On the other hand, Belarus\u2019s authoritarian system is poorly compatible with the modern digital economy, which relies on horizontal connections, openness and a high level of trust.<\/p>\n\n\n\n<p>Perhaps this is why Alaksandar \u0141uka\u0161enka\u2019s speech at the EAEU forum on May 29 sounded rather vague and inconsistent.<\/p>\n\n\n\n<p>It contained familiar messages: that artificial intelligence should not become an end in itself, that it should serve people, improve economic efficiency and raise quality of life.<\/p>\n\n\n\n<p>However, the speech lacked substance. It was filled with generalities, while the few technical references\u2014such as digital signatures\u2014concern issues that should be addressed at levels far below heads of state.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Politics in the foreground<\/h2>\n\n\n\n<p>The Belarusian government\u2019s approach to digitalization has never been consistent. It has shifted depending on the political climate, economic conditions and prevailing arguments within the upper levels of power.<\/p>\n\n\n\n<p>The first phase came in the late 2010s, when the digital economy was viewed as both fashionable and beneficial. Officials promoted the idea of Belarus as an \u201cIT country,\u201d created a favorable legal environment and established the HTP as a flagship of the new economy. The government, without fully understanding the sector\u2019s dynamics, temporarily allowed it considerable freedom to develop.<\/p>\n\n\n\n<p>The second phase began after 2020 and intensified in 2022\u20132023. The authorities cracked down on IT businesses after parts of the IT community supported the protests. As a result, digitalization stalled under the pressure of sanctions and the outflow of engineers. The government unsuccessfully pushed for domestic alternatives and \u201csovereign software\u201d from remaining companies. However, world-class software cannot be created by decree\u2014it requires an open market, competition, skilled personnel and trust.<\/p>\n\n\n\n<p>The third phase is now underway: artificial intelligence and digitalization are formally accepted as inevitable global trends, while the authorities attempt to frame them as controllable and politically safe instruments.<\/p>\n\n\n\n<p>This explains the growing rhetoric around \u201csovereign AI\u201d applications. There is a rational element to this approach, as AI does carry risks and does require regulation. However, Belarus\u2019 core problem lies elsewhere: officials emphasize the risks of technology while ignoring the risks created by their own system of control over the digital sphere.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Freedom as a prerequisite<\/h2>\n\n\n\n<p>Belarus\u2019 digital agenda appears to be a complex mix of misunderstanding, imitation and forced adaptation. On the one hand, there is a clear need to engage with AI, data, automation and digital services. On the other hand, there is no willingness to create the social and institutional conditions necessary for these sectors to develop properly.<\/p>\n\n\n\n<p>Instead of liberalizing the digital economy as a whole, the government focuses on narrowly defined areas that are easier to monetize in the short term: online betting, crypto assets, controlled platforms and state-run digital services.<\/p>\n\n\n\n<p>This is also a form of digitalization, but not one that leads to technological leadership. Rather, it is a model that enables profits from hype, regulatory loopholes and gray schemes\u2014precisely the kinds of practices that, at the rhetorical level, the EAEU claims to oppose.<\/p>\n\n\n\n<p>Belarus could have approached this market from a position of strength. It had the talent, reputation, export experience and a genuine success story. However, the digital economy does not adapt well to authoritarian governance, where state interference and societal mistrust undermine development.<\/p>\n\n\n\n<p>Belarus has not been excluded from the digital age, but it has significantly limited its own opportunities.<\/p>\n\n\n\n<p>AI can be inserted into official reports, digitalization into union programs and technological sovereignty into political slogans.
