This trend may also be linked to a lack of attractive proposals, particularly from state-owned companies.<\/p>\n\n\n\n<p>\u201cWe cannot think exclusively in terms of profit and must strive for profit through fairness,\u201d \u0141uka\u0161enka said on September 9. \u201cRemember, we have around 2.5 million pensioners and about 2 million people living in rural areas. Has the National Bank become too lax, letting go of the reins in managing bank revenues?\u201d<\/p>\n\n\n\n<p>The government aims to encourage banks to invest in the real sector of the economy, even if market risks are present. Officials have not clarified what portion of profits is considered \u201cexcess\u201d or how it will be reallocated. Belarus\u2019 banking sector is dominated by Russian co-owned banks, which may resist surrendering their earnings.<\/p>\n\n\n\n<p>Russian bankers are adept at defending their interests. They are unlikely to hand over profits to the Belarusian government, especially given the current challenges in the Russian economy. Minsk has limited leverage over Moscow, making the contest over banking \u201cexcesses\u201d an uneven one. Consequently, the Belarusian government is expected to focus on financial resources it can control administratively\u2014primarily state-owned banks. It views these banks as its personal wallets.<\/p>\n\n\n\n<p>They are expected to become obedient instruments: issuing loans by decree, implementing financial monitoring technologies, curbing inflation at any cost, stimulating demand for \u201cappropriate\u201d goods, and generously sharing profits. This command system effectively limits banks\u2019 independence, but for the government, plugging holes in the economy by any means takes priority.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Control through digitization<\/strong><\/h2>\n\n\n\n<p>The central bank is also promoting electronic payments and financial digitalization. Officially, this is framed as a push for technological progress: the National Bank of Belarus plans to increase the share of electronic transactions in retail trade to 70 percent by 2030.<\/p>\n\n\n\n<p>\u0141uka\u0161enka demands faster implementation of modern digital banking technologies\u2014ranging from QR-code payments to an instant payment system\u2014by the end of this year. His goal is total government control over cash flows. Officials stress that digitization must produce \u201ca real economic effect,\u201d allowing authorities to monitor and redirect every single kopek.<\/p>\n\n\n\n<p>A special role in these plans is assigned to the digital ruble. The idea of a digital currency has become a flagship project for the central bank. Ha\u0142o\u016d\u010danka announced that the regulatory framework and software will be ready before 2026 for a full launch of the Belarusian digital ruble.<\/p>\n\n\n\n<p>Authorities are even exploring cryptocurrencies and other gray areas of finance. Under sanctions, Belarus seeks not only ways to export goods but also mechanisms to receive payment bypassing Western banks. With no uniform global rules for crypto, Belarus aims to exploit this to reroute financial operations from traditional channels. It is no coincidence that \u0141uka\u0161enka specifically mentioned cryptocurrencies among alternative settlement methods.<\/p>\n\n\n\n<p>Thus, Belarusian-style digitalization is less about customer convenience and more about circumventing financial sanctions and creating new tools to control cash flows.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Inflation<\/strong><\/h2>\n\n\n\n<p>Rising inflation must be reversed, \u0141uka\u0161enka told bankers on September 9. He added that the central bank\u2019s role in curbing inflation remains barely visible.<\/p>\n\n\n\n<p>Core inflation, which excludes seasonal, volatile, or controlled prices, accelerated to 7.6 percent in July, according to the Belarusian central bank.
