Dual isolation\u2014by the West and own government\u2014is compounded by the threat of assimilation into Russia\u2019s educational sphere, militarization, mass emigration and harsh repression targeting dissenting teachers, professors, students and parents.<\/strong><\/p>\n\n\n\n<figure class=\"block-image block-image-normal\">\n\n    <img decoding=\"async\" width=\"1128\" height=\"752\" src=\"https:\/\/pozirk.online\/wp-content\/uploads\/2025\/05\/shkola_sb.by_.jpg\" class=\"attachment-full size-full\" alt=\"\" srcset=\"https:\/\/pozirk.online\/wp-content\/uploads\/2025\/05\/shkola_sb.by_.jpg 1128w, https:\/\/pozirk.online\/wp-content\/uploads\/2025\/05\/shkola_sb.by_-354x236.jpg 354w, https:\/\/pozirk.online\/wp-content\/uploads\/2025\/05\/shkola_sb.by_-734x490.jpg 734w, https:\/\/pozirk.online\/wp-content\/uploads\/2025\/05\/shkola_sb.by_-178x118.jpg 178w, https:\/\/pozirk.online\/wp-content\/uploads\/2025\/05\/shkola_sb.by_-768x512.jpg 768w\" sizes=\"(max-width: 1128px) 100vw, 1128px\" \/>\n    <figcaption>\n        \n                    <div class=\"block-image__author\">\n                                <span>(Andrej Sazona\u016d\/sb.by)<\/span>\n            <\/div>\n            <\/figcaption>\n<\/figure>\n\n\n\n<h2 class=\"wp-block-heading\">Isolation from developed European countries<\/h2>\n\n\n\n<p>The current isolation is a direct consequence of Alaksandar \u0141uka\u0161enka\u2019s policy of \u201cre-Sovietization.\u201d Yet prior to 2020, this policy coexisted with various modernization initiatives supported by public efforts and European organizations, foundations and governments.<\/p>\n\n\n\n<p>Examples include:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Monitoring and assistance programs from the International Monitoring Fund<\/li>\n\n\n\n<li>Exchange initiatives involving the Goethe-Institut<\/li>\n\n\n\n<li>Participation in the Programme for International Student Assessment (PISA)<\/li>\n<\/ul>\n\n\n\n<p>After 2020\u2014and especially following the full-scale invasion of Ukraine in 2022\u2014nearly all international cooperation initiatives were terminated, many by decision of democratic European countries.<\/p>\n\n\n\n<p>Key developments:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The Goethe-Institut and the German Academic Exchange Service (DAAD) withdrew from Belarus.<\/li>\n\n\n\n<li>Belarus was expelled from both PISA and the WorldSkills International vocational training network.<\/li>\n\n\n\n<li>Its membership in the European Higher Education Area was suspended by the Bologna Process Monitoring Group.<\/li>\n\n\n\n<li>International financial support was frozen, including the World Bank\u2019s \u201cHigher Education Modernization Project for Belarus 2020\u20132025,\u201d with a budget of $109 million.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">Russia colonizing education<\/h2>\n\n\n\n<p>In the wake of this double isolation\u2014internally imposed by the regime and externally by Europe\u2014Russia\u2019s influence has expanded dramatically. A steady assimilation of Belarus&#8217; education system into Russia\u2019s is now underway.<\/p>\n\n\n\n<p>Notable developments include:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Russian government funding for 150 engineering and innovation classes under the <strong>ROBBO<\/strong> program<\/li>\n\n\n\n<li>Introduction of centralized exams modeled on Russia\u2019s Unified State Exam<\/li>\n\n\n\n<li>Simplified admission procedures for Belarusian applicants at Russian universities<\/li>\n\n\n\n<li>A 17-fold increase in quotas for Belarusian students at Russian universities<\/li>\n\n\n\n<li>The introduction of educational grants for Belarusians starting in 2024<\/li>\n\n\n\n<li>Growing presence of Russian scientific and educational institutions in Belarus<\/li>\n\n\n\n<li>Joint projects for history textbooks, being created with Russia\u2019s Interdepartmental Commission on Historical Education, chaired by Vladimir Medinsky<\/li>\n\n\n\n<li>Financial support\u2014direct and indirect\u2014from Moscow for Belarus\u2019 educational infrastructure<\/li>\n\n\n\n<li>Appeals by officials to formally withdraw Belarus from the Bologna Process, echoing Russia\u2019s departure<\/li>\n<\/ul>\n\n\n\n<p>The decay of educational institutions and a chronic lack of funding are accelerating Belarus\u2019 dependency on Russian educational systems. This is further reinforced by the harmonization of education and youth policy frameworks under the Union State.<\/p>\n\n\n\n<p>A joint action plan between the Russian and Belarusian Ministries of Education for 2023\u20132024 includes over 30 items, such as:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Joint training and professional development for teachers and college instructors<\/li>\n\n\n\n<li>Formation of a shared expert community of educators and vocational trainers<\/li>\n\n\n\n<li>The Union State: Inclusive Education. Centers and Tech Parks forum<\/li>\n\n\n\n<li>The creation of a Belarusian-Russian resource center for scientific and methodological teacher training at Belarusian State Pedagogical University and other institutions<\/li>\n<\/ul>\n\n\n\n<p>The threat is also evident in the dramatic decline in the use of the Belarusian language in education. Between the 2013\/2014 and 2023\/2024 academic years, the proportion of children studying in Belarusian fell from:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>11 percent to 8.7 percent in preschools<\/li>\n\n\n\n<li>15 percent to 8.6 percent in secondary schools<\/li>\n<\/ul>\n\n\n\n<p>At the university level, only <strong>0.2 percent<\/strong> of students study in Belarusian\u2014essentially a statistical anomaly. Experts warn that these trends suggest the Belarusian language faces existential risk.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Authorities rule with the stick<\/h2>\n\n\n\n<p>Russia\u2019s educational colonization of Belarus is accompanied by a relentless wave of repression targeting all sectors of the educational community.<\/p>\n\n\n\n<p>Most private secondary schools have been shut down. NGOs that once promoted European education models and reforms have been banned or forced to flee. Even informal contact between Belarusian educators and their exiled counterparts is criminalized.<\/p>\n\n\n\n<p>Since the 2020 post-election protests and the mass youth exodus, the education system has entered a new phase. In 2022 alone, the number of university applicants dropped by more than 5,000.<\/p>\n\n\n\n<p>Belarus\u2019 alignment with Russia in the war against Ukraine has led to intensified indoctrination and even direct militarization of the education system.<\/p>\n\n\n\n<p>The regime has effectively lost the ideological battle for young minds\u2014resorting instead to intimidation, threats and fear tactics. Education is increasingly being absorbed into the national security and penitentiary apparatus.<\/p>\n\n\n\n<p>The shift from soft propaganda to open militarization includes:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Excursions for children to prisons and torture chambers<\/li>\n\n\n\n<li>Military-patriotic summer camps<\/li>\n\n\n\n<li>Forced separation from parents<\/li>\n\n\n\n<li>Bans on sending children abroad for secondary education<\/li>\n<\/ul>\n\n\n\n<p>Most recently, the House of Representatives passed a law prohibiting individuals convicted of \u201cextremist\u201d offenses from teaching\u2014a tool to punish dissent under the guise of security.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What gives hope?<\/h2>\n\n\n\n<p>Despite these grim developments, there are reasons for cautious optimism.<\/p>\n\n\n\n<p>Ironically, the entrenched conservatism of educational institutions may offer some resistance to forced integration with Russia\u2014just as it once resisted European modernization.<\/p>\n\n\n\n<p>Outside Belarus, the situation is more promising.
