The government has earmarked 4.07 billion rubels for the security apparatus, whereas healthcare and education are projected to receive 2.1 billion rubels and 1.64 billion rubels, respectively.\n<\/p>\n<p>\n\t The interior ministry alone is to receive 1.49 billion rubels, nearly as much as the country\u2019s pensioners (1.63 billion).\n<\/p>\n<p>\n\t Defense spending is projected to rise by 53 percent to 2.77 billion rubels. The budget has a deficit of 3.17 billion rubels, which is offset by \u201cgratuitous receipts from foreign states\u201d of 5.43 billion rubels.\n<\/p>\n<h2>Survival budget<\/h2>\n<p>\n\t \u201cThis is a survival budget where some recipients have to tighten their belts, while others are promised considerable support,\u201d said economist U\u0142adzimir Kava\u0142kin, founder of the Ko\u0161t Urada (Cost of Government) think tank.\n<\/p>\n<p>\n\t While the security and military agencies stand to benefit, the utility and housing management enterprises are expected to receive less funds than before, he told The Viewer. The utility and housing sector had received substantial support from international financial institutions, but programs were suspended amid allegations of vote rigging in the 2020 presidential election and in connection with Belarus\u2019 complicity in Russia\u2019s assault on Ukraine, Kava\u0142kin said.\n<\/p>\n<p>\n\t Belarus does not have access to foreign capital markets, except for Russia, where it can borrow funds for financing the budget deficit, Kava\u0142kin said. \u201cThe deficit exposes the extreme vulnerability of public finances to whims and capabilities of the eastern neighbor.\u201d\n<\/p>\n<p>\n\t The 5.5 billion rubels that is expected to come from foreign sources might be Russia\u2019s compensation to Belarus for the so-called tax maneuver, which changes the principle of mineral extraction tax calculation, he said. Minsk and Moscow signed an agreement to that effect in October.\n<\/p>\n<p>\n\t It might be also some other type of financial assistance from the Russian government, he added.\n<\/p>\n<p>\n\t \u201cSubstantial support from other countries is unlikely,\u201d he said. \u201cChina or anyone else will not open up their coffers after Belarus redirected its energies to the east. First off, the US and EU markets are much more important for them . . . Second, the Belarusian market is not very attractive as consumer purchasing power declines.\u201d\n<\/p>\n<h2>Defense spending increase not surprising<\/h2>\n<p>\n\t The defense spending increase is not a surprise amid the security crisis in the region, said Vadzim Ma\u017eejka, a Belarusian political analyst. \u201cLook at the defense budget of the neighboring states. I would be very much surprised if Lithuania or Poland cut it.\u201d\n<\/p>\n<p>\n\t Greater spending on police and other security agencies is linked to the continuing crackdown on dissidents, he told The Viewer.\n<\/p>\n<p>\n\t \u201cFrom an autocrat\u2019s viewpoint, security spending can never be enough,\u201d Ma\u017eejka said, noting that security agencies have much more influence after the suppression of the 2020 protests and \u201cwant more money.\u201d\n<\/p>\n<p>\n\t \u201cThey have barraged [Alaksandr] \u0141uka\u0161enka with new proposals. [Interior Minister Ivan] Kurbako\u016d recently suggested organizing a new unit. \u0141uka\u0161enka responded that it should be financed from the funds available, not additional allocations. Obviously, the security agencies\u2019 appetites are growing. There is no upper limit.\u201d\n<\/p>\n<p>\n\t Healthcare, education and other humanitarian spheres are a matter of comfort for the Belarusian authorities. The military and security apparatus is a matter of security and survival. Cleary, the government cannot be generous to all as the economy falters.
