Minsk is synchronizing the Belarusian tax system with Russia\u2019s<\/span>.\n<\/p>\n<h2>Moscow keeps up pressure on Minsk to do more for Russia in Ukraine<\/h2>\n<p>\n\t On his return from Sochi and Abkhazia, the Belarusian ruler met with top military brass on October 4 to outline Belarus\u2019 role in what he called Russia\u2019s special military operation in Ukraine.\n<\/p>\n<p>\n\t He said that unlike Russia Minsk will not draft reservists for active duty but told enlistments offices to update their files of registered draft-age people.\n<\/p>\n<p>\n\t Defense officials later held a briefing for state media journalists to outline Minsk\u2019s official position.\n<\/p>\n<p>\n\t In the last few weeks, Minsk also stepped up its rhetorical attacks on Ukraine, while stressing its support for Russia.\n<\/p>\n<p>\n\t \u0141uka\u0161enka traveled to Saint Petersburg on October 7 to meet with Vladimir Putin and attend an informal CIS summit meeting on the occasion of the Russian president\u2019s birthday. The face-to-face talks lasted for about an hour and are seen as the continuation of the discussions held in Sochi on October 26 and 27.\n<\/p>\n<p>\n\t On the following day, Saturday, Minsk handed a note to the Ukrainian ambassador, accusing Kyiv of preparations for an attack on Belarus. It might be Putin who instructed Minsk to deliver the note as Moscow seeks draw Belarus in the conflict and inject tension in its relations with Ukraine.\n<\/p>\n<p>\n\t Hopefully, \u0141uka\u0161enka will not go as far as to order his troops to attack Ukraine. He already made a concession to Putin by visiting Georgia\u2019s breakaway region of Abkhazia. And it looks like Belarus is preparing to host more Russian troops on its territory. But Minsk seems unwilling to contribute forces to the Russian military campaign.\n<\/p>\n<h2>Tax, oil deal<\/h2>\n<p>\n\t In a separate development, Moscow last week agreed to offset Belarus\u2019 losses from a rise in mineral extraction tax on oil by making Belarusian refineries eligible for export excise duty refund. In return, Minsk agreed to harmonize its tax legislation with Russia\u2019s.\n<\/p>\n<p>\n\t Russia had proposed the arrangement a few years ago, but Minsk initially rejected it, refusing to cede its sovereignty over fiscal policies to Russia.\n<\/p>\n<p>\n\t The tax reform is likely to send shockwaves across the economy and may affect Belarusian companies.\n<\/p>\n<p>\n\t Another drawback is that the Belarusian government will not be able to set tax and excise duty rates independently and adjust fiscal policies.\n<\/p>\n<p>\n\t Russia and Belarus are expected to establish a supranational tax committee. Russia will have access to Belarus\u2019 taxpayer database.\n<\/p>\n<p>\n\t Benefits for the Belarusian refineries are estimated at $500 million a year.\n<\/p>\n<h2>Nobel peace prize<\/h2>\n<p>\n\t The Norwegian Nobel Committee on October 7 awarded the 2022 Nobel Peace Prize to Belarusian human rights defender Ale\u015b Bialacki, along with the human rights organizations Memorial, Russia, and Center for Civil Liberties, Ukraine.\n<\/p>\n<p>\n\t The award highlighted the role of human rights defenders under dictatorships.\n<\/p>\n<p>\n\t The Nobel Peace Prize is also seen as recognition of the courage of hundreds of thousands of Belarusians who braved police brutality to stand up against election fraud in 2020.\n<\/p>\n<p>\n\t Bialacki, leader of the Viasna Human Rights Center, and his associates are behind bars awaiting trial on charges widely believed to be politically motivated. Bialacki may face a lengthy prison sentence, if convicted.\n<\/p>\n<p>\n\t Publicity surrounding the award will attract international attention to Belarus\u2019 political prisoners and increase pressure on the Belarusian authorities to release them.\n<\/p>\n<p>\n\t Minsk dismissed the Nobel committee\u2019s decision as political. \u201cWe do not want to get involved in it and comment on anything.
