The Russian president also promised to transfer nuclear-capable Iskander-M mobile short-range ballistic and cruise missile systems to Belarus in the next few months.

Putin, Łukašenka putting on airs

Jahor Lebiadok, a Minsk-based defense analyst, dismissed the announcement as theatrics. He noted that Belarus has enough nuclear-capable weapons of its own, left after the collapse of the Soviet Union, including the 152-mm 2S3 Akatsiya artillery systems and Tochka-U missile systems.

The Russian nuclear-capable bombers, Tu-22 and Tu-160, fly over Belarus on a regular basis, allegedly on patrol missions. Earlier this week, the Ukrainian military intelligence said that Russian bombers had launched dozens of missiles at Ukraine from the Belarusian airspace “to further involve Belarus into the war against Ukraine.”

Minsk and Moscow use nuclear threats to divert public attention and manipulate politicians and the public opinion in the West, Lebiadok told The Viewer. Their purpose is to make sure that “foreign politicians waste their resources talking with Łukašenka in an attempt to drive a wedge [between him and the Kremlin].”

Nuclear weapons transfer makes no sense

A transfer of nuclear weapons to the Belarusian ruler would be pain in the neck for the Kremlin and would not make any sense, Lebiadok said, noting that Moscow would lose control over its nuclear technologies.

Moreover, “tactical nuclear weapons require infrastructure, not the bunkers, which Łukašenka, as he put it, has preserved from Soviet times,” he added. “These are additional expenses and additional targets for the adversary.”

He doubts that Putin will deliver on his promise to supply Iskander-M missile systems to Belarus in the next few months because Russia needs weapons in its war against Ukraine.

It should be noted that Łukašenka has repeatedly expressed regret that Russia withdrew nuclear weapons from Belarus after the collapse of the Soviet Union.

“If we had those weapons, they [the West] would be talking to us in a different way right now,” he said in 2010.

If the Kremlin supplied Belarus with nuclear weapons, Łukašenka might get heady with power and use the weapons recklessly against the West. He might also use the weapons to blackmail Moscow.

Łukašenka said to be involved in planning

Moscow creates uncertainty and distracts the West as it prepares for a surprise attack, Lebiadok said.

Russia has a plan to attack the Baltic states from Belarus and its implementation is just a question of time, he noted, adding that Moscow would like to capture Estonia, Latvia and Lithuania by surprise.

“The Russians will not have a chance to take these countries bit by bit. All or nothing,” he added.

Lebiadok pointed out that Łukašenka was involved in planning Russia’s assault on Ukraine, just as he has been involved in planning a possible future campaign against the Baltic states. “I think these measures have been fully coordinated,” he said.

If Russia attacks the Baltic countries, Belarusian troops are likely to be used to beef up security at the Belarusian-Ukrainian and the Belarusian-Polish borders to prevent any attacks on Russian forces, he said, and added that only Poland can immediately step into the fray.

Meanwhile, Dmitriy Peskov, spokesperson for the Kremlin, dismissed reports that Putin had discussed any plans to transfer nuclear weapons to Belarus. “He was talking about systems technically capable of carrying various types of weapons,” he said.

Russia’s Iskander missile systems already have been deployed to Belarus. It does not matter much to Ukraine, Poland or Lithuania whether the systems will be transferred to the Belarusian Armed Forces or not.
