{"id":11428,"date":"2022-06-07T13:51:01","date_gmt":"2022-06-07T10:51:01","guid":{"rendered":"https:\/\/api.pozirk.online\/longreads\/belarusian-potash-exports-hit-by-sanctions\/"},"modified":"2026-02-24T20:29:13","modified_gmt":"2026-02-24T20:29:13","slug":"belarusian-potash-exports-hit-by-sanctions","status":"publish","type":"longreads","link":"https:\/\/pozirk.online\/en\/longreads\/11428\/","title":{"rendered":"Belarusian potash exports hit by sanctions"},"content":{"rendered":"<p>\n <span>By Alaksiej Stry\u017eevi\u010d, BPN<\/span>\n<\/p>\n<p>\n\t * Reproduction prohibited\n<\/p>\n<p>\n <b>Alaksandr \u0141uka\u0161enka\u2019s suggestion that Minsk should sell potash \u201cin sacks\u201d and diesel fuel in barrels proves that the government has not found reliable routes to bypass international sanctions.<\/b>\n<\/p>\n<h2> <span>Belarus\u2019 expanded its share of global market in 2021<\/span> <\/h2>\n<p>\n\t World potash consumption in 2021 for fertilizers was estimated to have increased to 45 million tons, with Belarus accounting for 17.4 percent (up to 7.83 million tons) of the global output, U.S. Geological Survey said in its Mineral Commodity Summaries.\n<\/p>\n<p>\n\t In 2022, the European Union, the United States and many other countries imposed an embargo on Belarusian potash over the country\u2019s complicity in Russia\u2019s invasion of Ukraine, effectively blocking the key export route via Lithuania and a possible alternative route transiting Ukraine.\n<\/p>\n<h2> <span>Production declines<\/span> <\/h2>\n<p>\n\t The National Statistics Committee (Bie\u0142stat) stopped publishing data on potash production and sales last year.\n<\/p>\n<p>\n\t Bie\u0142aruskali is said to have cut production by at least 80 percent, while all of its five mining groups have launched equipment repairs.\n<\/p>\n<p>\n\t Potash exports from Belarus and Russia fell by 20 percent in the first quarter, Canada\u2019s Nutrien said.\n<\/p>\n<p>\n\t Belarus may miss out on $11.9 billion in revenue from oil, petroleum and potash exports this year, Mika\u0142aj Snapko\u016d, a deputy prime minister, told lawmakers on May 25.\n<\/p>\n<h2> <span>Russian route<\/span> <\/h2>\n<p>\n\t It will take time to redirect shipments, Juryj Sia\u0144ko, Belarus\u2019 ambassador in China, told Belarus\u2019 <span>ONT<\/span> on April 10.\n<\/p>\n<p>\n\t \u201cRussia might have offered favorable railway tariffs. In that case [Belarus\u2019] priority will be to retain its traditional customers and keep its market share,\u201d Ta\u0107\u0107iana Manionak, a Belarusian energy market exert, told <span>The Viewer<\/span>.\n<\/p>\n<p>\n\t Belarus has been selling potash to China, Brazil, India and Asian countries.\n<\/p>\n<p>\n\t Ka\u0107aryna Barnukova, of Belarusian Economic Research and Outreach Center (BEROC), noted that the Russian route has a limited traffic capacity.\n<\/p>\n<p>\n\t \u201cThere is no data on its traffic capacity and outlines,\u201d she said. \u201cSome reports say that this is a railway route throughout its length, while others say that it goes to the Astrakhan region then across the Caspian Sea and again by railroad. Transshipment locations are its bottlenecks.\u201d\n<\/p>\n<p>\n\t She noted that \u0141uka\u0161enka\u2019s suggestion that potash should be sold in sacks proves that Belarusian goods are struggling to reach customers.\n<\/p>\n<h2> <span>Russian ports<\/span> <\/h2>\n<p>\n\t Moscow\u2019s <span>Kommersant<\/span> reported in February that Russian sea ports can only handle up to 3 million tons of transit cargos from Belarus, whereas Lithuania shipped about 11 million tons of potash via its Klaipeda port. The newspaper noted that Russian companies are reluctant to expose themselves to sanctions.\n<\/p>\n<p>\n\t Russia\u2019s potash giant Uralkali is hardly interested in sharing its infrastructure with its Belarusian rival.\n<\/p>\n<p>\n\t \u0141uka\u0161enka asked Moscow for a $500-million to build a transshipment terminal at a Russian port for Belarusian cargos. It is unclear whether Moscow has approved the project.\n<\/p>\n<p>\n\t Barnukova said that it will take years to build the terminal. \u201cIt may not be needed in a couple of years,\u201d she added.\n<\/p>\n<h2> <span>Licenses<\/span> <\/h2>\n<p>\n\t The Belarusian government lifted in March restrictions on the issue of potash export licenses in an attempt to mitigate risks. Only Bie\u0142aruskali and Belarusian Potash Company, both under sanctions, held licenses before.\n<\/p>\n<p>\n\t Other traders may try to export potash through the Lithuanian port of Klaipeda, Barnukova said. But traders can also be targeted by sanctions, she added.\n<\/p>\n<h2> <span>Potash for grain<\/span> <\/h2>\n<p>\n\t On June 3, \u0141uka\u0161enka had a phone conversation with the UN secretary general to discuss overland routes for millions of tons of grain stuck in Ukraine because of Russia\u2019s months-long blockade of that country\u2019s ports.\n<\/p>\n<p>\n\t Logistically, railing the grain out of Ukraine through Belarus to the Baltic states would be the shortest and quickest route because the countries involved have the same railway gauge.\n<\/p>\n<p>\n\t The UN proposes that the United States and European Union ease the potash embargo on Belarus and Russia to open up a route to transport grain via Belarus.\n<\/p>\n<p>\n\t \u201cAs far as I see, the Ukrainians are note very excited about the idea,\u201d Barnukova said. \u201cIt doesn\u2019t look like a realistic solution.\u201d\n<\/p>\n<p>\n\t &nbsp;\n<\/p>\n<p>\n\t &nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>By Alaksiej Stry\u017eevi\u010d, BPN * Reproduction prohibited Alaksandr \u0141uka\u0161enka\u2019s suggestion that Minsk should sell potash \u201cin sacks\u201d and diesel fuel in barrels proves that the government has not found reliable routes to bypass international sanctions.
