The two leaders tried hard to convince each other that their countries prospered despite the economic sanctions.<\/b>\n<\/p>\n<h2> <span>Lvo\u016dski: \u201cbad idea to put all eggs in one basket\u201d<\/span> <\/h2>\n<p>\n\t Putin noted that two-way trade had hit a new high last year.\n<\/p>\n<p>\n\t Belarus exported $16.4 billion worth of goods to Russia, while imports totaled $23.7 billion, reported the National Statistics Committee (Belstat). It had a deficit of $7.3 billion.\n<\/p>\n<p>\n\t Meanwhile exports of services ($2.8 billion) exceeded imports ($1.7 billion).\n<\/p>\n<p>\n\t The deficit with Russia is not a problem, Le\u016d Lvo\u016dski, of the Belarusian Economic Research and Outreach Center, told The Viewer. Belarus used to buy cheap oil from Russia, refine and send it westward. Oil imports may decrease amid Western sanctions, he added.\n<\/p>\n<p>\n\t Russia\u2019s share of Belarus\u2019 trade rose by 5.1 percentage points to 53.4 percent in the first quarter of 2022. The sanctions have made Belarus more dependent on Russia.\n<\/p>\n<p>\n\t Minsk has definitely abandoned its trade diversification drive. \u201cIt is not a good idea to put all eggs in one basket,\u201d Lvo\u016dski said, noting that the Russian economy may contract by 10 percent this year. He added that Russian partners may take advantage of Belarus\u2019 dependence to dictate prices.\n<\/p>\n<h2> <span>Import substitution<\/span> <\/h2>\n<p>\n\t The Belarusian leader told Russian Ambassador Boris Gryzlov on May 12 that he intended to discuss import substitution with Putin. At that meeting, \u0141uka\u0161enka talked highly of Haryzont, a Minsk-based electronic company.\n<\/p>\n<p>\n\t \u201cIt produces a lot of products for the aircraft industry,\u201d he said. \u201cWhen they showed the products in Russia, everybody was surprised that it existed. It [products] is related to control, spacecraft and aircraft. We make many products for drones.\u201d\n<\/p>\n<p>\n\t Belarusian companies may struggle because sanctions prevent them from buying some sophisticated parts, Lvo\u016dski said.\n<\/p>\n<p>\n\t He is skeptical about import substitution. Whereas before Belarus could focus on advanced technologies, now it will have to set up plants to manufacture products with low added value \u201cto supply itself with simple goods,\u201d he said.\n<\/p>\n<h2> <span>Does Russia eye Belarusian assets?<\/span> <\/h2>\n<p>\n\t During his talks with the Belarusian leader, Putin said that the two countries should make additional steps forward in industrial cooperation.\n<\/p>\n<p>\n\t A decade ago, Moscow pushed for takeovers of Belarus\u2019 major industrial enterprises, but \u0141uka\u0161enka blocked its attempts to buy assets on the cheap. Now he is more dependent and may be more willing to sell.\n<\/p>\n<p>\n\t But Lvo\u016dski does not think that Putin seeks to take control of Belarusian assets.
