They had to pay a special tax before, whereas now they pay higher utility bills,\u201d said Lie\u016d \u0139vo\u016dski, of the Belarusian Economic Research and Outreach Center.\n<\/p>\n<p>\n\t For this reason, officially reported unemployment numbers usually do not rise during crises, he told The Viewer.\n<\/p>\n<p>\n\t \u201cWhen Belarus is hit by an economic crisis and the employer cuts pay, suspends operation or sends workers on unpaid leaves, workers put up with poor conditions because they have no option [unemployment benefits are ridiculously low],\u201d he said, adding that hidden unemployment is much higher than official numbers.\n<\/p>\n<h2> <span>Demand, supply shocks<\/span> <\/h2>\n<p>\n\t The current crisis is notable for a decline of both supply and demand. Since most of Belarusian manufacturers used imported parts and materials, restrictions on sales to Belarus will force them to cut production, \u0139vo\u016dski said.\n<\/p>\n<p>\n\t \u201cFor instance, you can produce kitchen furniture from Belarusian materials and using Belarusian labor. You need only foreign-made fittings, which account for no more than five percent of the final value. But the problem is that you cannot produce furniture without fittings. This is how a crisis of production begins,\u201d he said.\n<\/p>\n<h2> <span>Payments, seizures, inventories<\/span> <\/h2>\n<p>\n\t Some companies have been affected by restricted trade with Ukraine, Belarus\u2019 second largest trading partner.\n<\/p>\n<p>\n\t \u201cCompanies that exported goods to Ukraine or manufacture something from Ukrainian materials have suspended operation,\u201d he said.\n<\/p>\n<p>\n\t Restrictive measures targeting banks have also affected trade.
