\n Aliaksandr Luka\u0161enka hopes that his decision to host large-scale maneuvers codenamed Allied Resolve 2022 and declarations of Belarus\u2019 commitment to the military alliance with Russia will prompt Moscow to supply its ally with state-of-the-art weapons. <\/b>\n<\/p>\n

<\/b><\/p>\n

\n\t The Belarusian leader discussed equipment procurement with Russian Defense Minister Sergei Shoigu in Minsk on February 3.\n<\/p>\n

\n\t \u201cAs we agreed with you and the president of Russia, for us it is very important that the military personnel not only can see the pictures of equipment, but also, as they say, can touch it so that together with our Russian brothers they can learn to use the equipment. For us it is very important because virtually all equipment that will be here, we are planning to buy it from you this, next year and so on,\u201d Luka\u0161enka said.\n<\/p>\n

\n\t Commentators noted that he had made a similar statement on September 1, 2021 during his visit to Babrujsk: \u201cIn the near future \u2013 I signed the order the day before yesterday \u2013 the Russian Federation will supply us with \u2013 I will not say for what money and what \u2013 tens of planes, tens of helicopters and the most essential air defense armaments, maybe even the S-400 . . . If we see during the Zapad 2021 exercise that we need something else, then we will buy and bring the armaments from the Russian Federation.\u201d\n<\/p>\n

Minsk short of cash<\/span> <\/h2>\n

\n\t Russia has not supplied any equipment within six months after that statement. Luka\u0161enka is hoping that it will deliver hardware \u201cthis, next year and so on.\u201d\n<\/p>\n

\n\t The orders have been put on hold for some reason. There seem to be no technical issues that could cause delays.\n<\/p>\n

\n\t A few years ago, Belarus awarded a contract to Russia to supply 12 Su-30SM multirole fighters. Russia delivered four aircraft in November 2019 but failed to deliver another four in 2021. Officials have not disclosed the schedule for the remaining eight planes.\n<\/p>\n

\n\t Minsk has ordered 12 Mi-35M helicopter gunships from Russia. The delivery schedule has not been disclosed.\n<\/p>\n

\n\t The Ministry of Defense said it had started working on contracts to buy air defense systems, including S-400 surface-to-air missiles, which are usually supplied with Pantsyr-S short-range artillery and rocket systems for protection.\n<\/p>\n

\n\t Minsk may consider buying additional Tor-M2K short-range air defense missile systems. Belarus\u2019 five Tor-M2K battalions are currently stationed to protect the Belarusian Nuclear Power Plant.\n<\/p>\n

\n\t The equipment ordered has long been in mass production, and it would not be difficult for Russia to fulfil the orders. Deliveries seem to be delayed because Minsk does cannot pay for the purchases.\n<\/p>\n

\n\t An export version of the S-400 costs about $700 million. Russia offers a discount to its allies. The final price would be around $500 million. Belarus\u2019 2022 defense budget totals $700 million.\n<\/p>\n

Kremlin can be more generous<\/span> <\/h2>\n

\n\t A few years ago, Luka\u0161enka asked Putin for permission to pay for Russian weapons with cash (about $1 billion) left undrawn after the construction of the nuclear power plant. Although the Belarusian leader said that he had received a positive response from Putin, Moscow has not given its official permission.\n<\/p>\n

\n\t Optimists say that Minsk and Moscow are close to sorting out financial issues now that Minsk has helped the Kremlin to stage a major show of force amid Russia\u2019s tension with Ukraine.\n<\/p>\n
