Vodka came in second, followed by low-alcohol drinks. Grape wine sales are back to 2017 levels, fruit wines are down by a third, while sparkling wines are up 40 percent.<br>\u00a0<br>Vodka sales declined in 2023. Belarus saw a 30-percent increase in sales of brandies. Beer is still the top seller, but liqueurs and low-alcohol drinks are picking up. Sales of liqueurs more than doubled and low-alcohol drinks, quintupled since 2017.<br>\u00a0<br>Minsk, the capital of Belarus, accounted for 22 percent of the country&#8217;s alcohol sales last year, including a third of the grape and sparkling wines. Fruit wines are the least popular here, with just 9 percent. The Hrodna and Mahilo\u016d regions have the lowest level of alcohol consumption with 11 percent each.<br>\u00a0<br><strong>Alcohol sales by region in 2023, mln liters<\/strong><br>grape wine, fruit wine, sparkling wines, vodka, brandy, beer, liqueurs, low-alcohol beverages<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-wp-embed is-provider-flourish wp-block-embed-flourish\"><div class=\"wp-block-embed__wrapper\">\n<iframe class=\"wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" title=\"Interactive or visual content\" src=\"https:\/\/flo.uri.sh\/visualisation\/19151204\/embed#?secret=byrJnOUeDo\" data-secret=\"byrJnOUeDo\" frameborder=\"0\" scrolling=\"no\" height=\"575\" width=\"500\"><\/iframe>\n<\/div><\/figure>\n\n\n\n<p>Minsk (cayan), Minsk region (orange), Homiel region (green), Brest region (blue), Viciebsk region (yellow), Hrodna region (blue violet), Mahilo\u016d region (indigo)<\/p>\n\n\n\n<p>Source: Bie\u0142stat<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Expansion to Russia<\/strong><\/h2>\n\n\n\n<p>Due to changes in alcohol consumption patterns, wage growth and price controls, Belarusian household spending on alcohol and tobacco fell from 3.4 percent in 2015 to 2.6 percent of the total expenses in 2023.<\/p>\n\n\n\n<p>Alcoholic beverages, despite public health risks, fill government coffers: last year, excisable goods generated more than 4 billion rubels in revenue, with alcoholic beverages accounting for a quarter.<\/p>\n\n\n\n<p>In addition, alcohol exports are an important source of revenue for Belarus, with beer bringing in $29 million in 2021 and hard liquor, $86 million, including $53 million in vodka sales revenue.<\/p>\n\n\n\n<p>After 2022, exports declined due to sanctions and disrupted supply chains, but the Russian market became more accessible as foreign brands pulled out.<\/p>\n\n\n\n<p><strong>Prioritizing alcohol profits over health<\/strong><\/p>\n\n\n\n<p>Alcoholic beverages are clearly a product of social significance for the state, and the government tries to keep prices and consumption in check to make sure alcohol trade generates revenue without causing too much damage to public health.<\/p>\n\n\n\n<p>Seeking to increase liquor exports, Belarus is also taking advantage of every opportunity to circumvent sanctions.<\/p>\n\n\n\n<p>Domestically, the government\u2019s plan is to raise the prices of alcoholic beverages for additional profit.
