July 24, Pozirk<\/em><\/strong>. When using restrictions for vehicles with Belarusian license plates entering and staying in the European Union, the competent national authorities should assess the specific situation and apply appropriate prohibitions or exceptions in good faith and in coordination with each other, Francesca Dalboni, an EU spokeswoman on financial services, taxation and customs, told Pozirk<\/em>.<\/p>\n\n\n\n

Estonia, Latvia and Lithuania announced a ban on the entry of vehicles with Belarusian license plates, citing the European Union Council regulation 2024\/1865 of 29 June 2024.<\/p>\n\n\n\n

The regulation, however, is not categorical and gives member states enough room for maneuver not to impose an all-out ban.<\/p>\n\n\n\n

It provides that the competent authorities may authorize the entry of vehicles owned by Belarusians with valid visas or resident permits and driving the vehicles into the EU for strict personal use.<\/p>\n\n\n\n

The Lithuanian Customs Department said last week that Belarusians with valid visas or residence permits can enter Lithuania in their vehicles until August 16, provided the vehicle is intended for personal use and not for sale. <\/p>\n\n\n\n

Those Belarusians, whose vehicles are already in Lithuania, have until January 18 to take them out of the country or register the vehicles in Lithuania.<\/p>\n\n\n\n

Latvia cited the same regulation a few days earlier, banning the entry of all vehicles with Belarusian license plates starting July 16. Estonia took the same decision on July 17.<\/p>\n\n\n\n

On June 29, the EU Council adopted new restrictive measures to punish the Alaksandar \u0141uka\u0161enka regime for its involvement in Russia’s war of aggression against Ukraine.<\/p>\n\n\n\n
