May 31, Pozirk.<\/em><\/strong> Since practically all mechanisms of adaptation to sanctions are in one way or another connected to Russia, “the transfer of part of economic bargaining power and political influence to Russia becomes a ‘toll’ on their use,” said D\u017amitryj Kruk, senior researcher at the BEROC think tank.<\/p>\n\n\n\n

New logistical schemes allowed Belarus to relatively quickly restore the export of potash fertilizers and petroleum products, wood, ferrous metals and rubber products, Kruk said in BEROC’s monthly report.<\/p>\n\n\n\n

“A reorientation of the export, primarily to the Russian market, and a transfer of logistics to the Russian railways render the export extremely vulnerable in many respects. Belarusian companies lack guarantees of access to Russian infrastructure capacities. Even now, the limited availability of transportation and logistics capacities [in Russia] means that the demands of Belarusian companies are not fully satisfied,” the expert said.<\/p>\n\n\n\n

In his opinion, export is becoming quite susceptible to Russia’s political and economic influence.<\/p>\n\n\n\n

Kruk underscored the country’s fiscal dependence, noting that its current relative fiscal sustainability is largely contingent upon Russia. <\/p>\n\n\n\n

“Up to 10 percent of the national budget revenues are linked to Russian subsidies through the reverse excise tax mechanism. When other revenues, which are in one way or another linked to Russia, are taken into account, we can talk about 20 percent of revenues,” he said.<\/p>\n\n\n\n
