April 26, Pozirk.<\/em><\/strong> “Strengthening the role of the state as a guarantor of personal security and property rights” is a way to address domestic threats and defend the country from external menaces, says the National Security Concept adopted yesterday by the All-Belarusian People’s Assembly. <\/p>\n\n\n\n

The document has been published on the National Legal Internet Portal.<\/p>\n\n\n\n

In the political sphere, the government plans to “comprehensively improve the mechanisms for ensuring the rights, freedoms and legitimate interests of individuals, society and the state, as well as national unity, to strengthen civil peace and harmony” and improve public-private partnership.<\/p>\n\n\n\n

The package of measures includes “countering the spread of neo-fascist ideology and the rehabilitation of Nazism.”<\/p>\n\n\n\n

Protection against external threats will be centered on “pursuing a multi-vector policy” and “strengthening relations with our strategic allies and partners.”<\/p>\n\n\n\n

Minsk will “identify” and “prevent” attempts by foreign states to “manipulate the mandates and mechanisms of international organizations.”<\/p>\n\n\n\n

It said it is ready for a “pragmatic dialogue with the states and organizations of the European Union, the United States and other Western countries on issues of mutual interest, including the abolition of discriminatory measures against the Belarusian state, individuals and entities and the normalization of relations.”<\/p>\n\n\n\n

“The consistent expansion of our strategic partnership with China and the development of comprehensive cooperation with other states of Asia, the Middle East, Africa and Latin America” are among important steps.<\/p>\n\n\n\n

The government also plans to “create conditions for reducing emigration, preserving the intellectual and labor potential of the republic, attracting high-skilled workers from abroad and actively combating illegal migration.”<\/p>\n\n\n\n

In the information sphere, the government will focus on countering “destructive information influence,” protecting the “information space” and political education.<\/p>\n\n\n\n

The neutralization of internal sources of military threats will continue to be ensured by “stoking patriotism in society, educating citizens so that they have a sense of responsibility” for their country’s security, responding to “crisis situations that could lead to the outbreak of an internal armed conflict” and intensifying the development of “modern and advanced weapons, military and special equipment.”<\/p>\n\n\n\n

Protection against external sources of military threats includes training the Armed Forces in “cooperation with other troops and military formations,” “strengthening the system of collective security . . . in the framework of the Union State” and “increasing the effectiveness of military administration bodies, forces and means of collective security of the CSTO.”<\/p>\n\n\n\n

The document urges citizens to inform government agencies of sources of threats to national security.<\/p>\n\n\n\n
