October 14, Pozirk.<\/em> <\/strong>The Council of the European Union has removed businessmen Mikhail Gutseriev and Viktar \u0160a\u016dco\u016d from its list of individuals subject to the EU\u2019s travel bans and asset freezes over the situation in Belarus and its involvement in Russia\u2019s war against Ukraine.<\/p>\n\n\n\n

The Council\u2019s Implementing Regulation (EU) 2026\/2313 to this effect was published in the EU\u2019s Official Journal on October 13 and came into force the following day.<\/p>\n\n\n\n

According to the document, Gutseriev and \u0160a\u016dco\u016d were deleted from the list \u201chaving regard to the proposal\u201d from the EU\u2019s High Representatives for Foreign Affairs and Security Policy Kaja Kallas following an \u201cevaluation of the relevant circumstances.\u201d<\/p>\n\n\n\n

On October 6, Rikard Jozwiak, a Brussels-based RFE\/RL journalist, announced on X that the Belarus-related sanctions against these two individuals would be lifted.<\/p>\n\n\n\n

Huceryje\u016d will still be subject to sanctions, as he has recently been included on the Russian sanctions list for undermining Ukraine\u2019s territorial integrity, Jozwiak noted.<\/p>\n\n\n\n

In April, the European General Court ruled invalid a part of the sanctions imposed by the Council of the EU against Belarusian businessman Viktar \u0160a\u016dco\u016d, who is allegedly linked to Alaksandar \u0141uka\u0161enka.<\/p>\n\n\n\n

Articles by independent media outlets submitted as evidence described Belarus as having numerous honorary consuls allegedly linked to scandals and close to \u0141uka\u0161enka, benefiting from privileges tied to their roles. However, the court said that this did not constitute sufficient evidence that \u0160a\u016dco\u016d, as honorary consul of the Philippines in Belarus, supported the regime.<\/p>\n\n\n\n

In May, the same court annulled the decision of the EU Council in 2025 to extend sanctions against Russian businessman Mikhail Gutseriev, who had been targeted over his business links to \u0141uka\u0161enka. Gutseriyev\u2019s company Slavkaliy was involved in the construction of a potassium chloride plant near Luba\u0144, Minsk region. The businessman was blacklisted by the EU in June 2021.<\/p>\n\n\n\n

The court ruled that the Council had not proved that Gutseriev continued to have \u201cbusiness interests in Belarus enabling him to be regarded as a prominent businessperson with substantial business interests in several sectors, such as potash, energy and commercial property, or as having a prosperous personal relationship with \u0141uka\u0161enka.\u201d<\/p>\n\n\n\n
