July 15, Pozirk. <\/strong>The opposition transition cabinet has asked Ukraine\u2019s Verkhovna Rada temporary commission to consider improvements to legalization procedures applicable to exiled Belarusians who cannot return to their home country to renew their passports, the cabinet\u2019s Telegram channel said.<\/p>\n\n\n\n

Many Belarusians cannot return to Belarus to replace their expired documents because of the risk of politically-motivated persecution, said Anastasija Machamiet, the cabinet’s representative on social policies.<\/p>\n\n\n\n

Alaksandar \u0141uka\u0161enka\u2019s edict signed in September 2023 prohibits Belarusian missions abroad from providing passport services to Belarusians, thus leaving many expats with expired IDs.<\/p>\n\n\n\n

Machamiet also proposed amending Ukrainian government regulations on social benefits to ensure that Belarusian citizenship is not used as grounds for denying access to such services. The assistance to the families of missing and deceased Belarusian volunteers was also reportedly discussed.<\/p>\n\n\n\n

Difficulties arise when trying to open bank accounts in Ukraine, the politician added. Due to restrictions, many Belarusians are unable to use banking services, which in turn prevents them from finding formal employment.<\/p>\n\n\n\n

Documentation procedures also require a separate solution, she said, listing criminal record certificates, confirming legal status and completing other formalities that may require Belarusians to contact Belarusian authorities, potentially exposing them to the risk of persecution.<\/p>\n\n\n\n

Following the meeting, the commission requested written proposals. Lawmakers expressed their readiness to develop them jointly with the Ukrainian government, migration authorities, and the National Bank of Ukraine and, if necessary, initiate the legislative process.<\/p>\n\n\n\n
