{"id":195264,"date":"2026-07-10T20:36:18","date_gmt":"2026-07-10T17:36:18","guid":{"rendered":"https:\/\/pozirk.online\/en\/news\/195264\/"},"modified":"2026-07-10T20:36:20","modified_gmt":"2026-07-10T17:36:20","slug":"council-of-europe-expert-body-warns-that-transfer-of-ukrainian-children-to-belarus-may-qualify-as-human-trafficking","status":"publish","type":"articles","link":"https:\/\/pozirk.online\/en\/news\/195264\/","title":{"rendered":"Council of Europe expert body warns that transfer of Ukrainian\u00a0children to Belarus\u00a0may\u00a0qualify as\u00a0human\u00a0trafficking"},"content":{"rendered":"\n<p><strong>July 10,&nbsp;<em>Pozirk<\/em>.<\/strong>&nbsp;The unlawful deportation and forced transfer of Ukrainian children creates risks of trafficking in human beings and may fall within the definition of this crime, the Council of Europe\u2019s Group of Experts on Action against Trafficking in Human Beings (GRETA) says in a&nbsp;<a href=\"https:\/\/rm.coe.int\/greta-statement-on-human-trafficking-risks-for-ukrainian-children-subj\/48802c7928\" target=\"_blank\" rel=\"nofollow\">statement<\/a>, noting that it applies to the children\u2019s relocation to Belarus.<\/p>\n\n\n\n<p>GRETA notes that unlawfully transferred children find themselves in a \u201csituation of heightened vulnerability and face risks of exploitation due to separation from their families, isolation in closed environments, change of legal status and absence of independent monitoring.\u201d<\/p>\n\n\n\n<p>According to GRETA, the practices that increase the risk of further abuse&nbsp;include the transfer of children to closed camps and&nbsp;institutions under the guise of evacuation or recreational activities, their involvement inforced labour and domestic work, placement of medically or socially vulnerable children in&nbsp;conditions of full dependency, confiscation of identity documents, changes in the children\u2019s legal status, guardianship and citizenship, and illegal adoptions.&nbsp;<\/p>\n\n\n\n<p>In several cases, children who were repatriated to Ukraine have been identified as victims of&nbsp;human trafficking by the Ukrainian authorities where the requisite elements, including&nbsp;exploitative purpose, were established, the statement says.&nbsp;<\/p>\n\n\n\n<p>GRETA notes that the establishment of exploitative purpose is often constrained by the lack&nbsp;of access to children, the absence of monitoring, and the&nbsp;fragmentation of information&nbsp;across jurisdictions. The statement says that the provisions of the&nbsp;Council of Europe Anti-Trafficking Convention must be applied proactively in order to ensure the effective protection of children.&nbsp;<\/p>\n\n\n\n<p>GRETA calls on Belarus, as a state party to the Council of Europe Anti-Trafficking Convention, to \u201cprevent risks of trafficking of Ukrainian children, identify potential victims, provide them with assistance and punish those responsible, in compliance with the provisions of the convention.\u201d&nbsp;<\/p>\n\n\n\n<p>Belarus serves as a destination for Ukrainian children relocated from Russian-controlled territories under state-sponsored recreation and rehabilitation programs. According to various monitoring groups and official estimates, more than 2,000 Ukrainian children have been transferred to Belarus since the start of the full-scale war.
