June 26, Pozirk.<\/em> <\/strong>The Parliamentary Assembly of the Council of Europe (PACE) condemned all forms of transnational repression and urged countries to adopt new laws to prevent it in a resolution<\/a> adopted yesterday based on a report by Constantinos Efstathiou, its press office reported.<\/p>\n\n\n\n

The document cited data from Freedom House, which ranked Belarus among the top ten perpetrators of physical transnational repression, alongside China, Turkey, Russia, Tajikistan, Egypt, Turkmenistan, Cambodia, Uzbekistan and Iran.<\/p>\n\n\n\n

The resolution also listed examples of transnational repression, including mobility restrictions such as passport cancellation and denial of consular services.<\/p>\n\n\n\n

PACE urged all member states to consider introducing mechanisms to facilitate the issue of relevant identity or travel documents for victims of transnational repression legally residing abroad and affected by mobility restrictions. \u201cThis would apply to cases where the state of origin refuses to issue or renew such documents in order to coerce these individuals into returning to their homeland where they would risk being subjected to further politically motivated persecution,\u201d the document reads.<\/p>\n\n\n\n

PACE President Petra Bayr, said<\/a> the resolution was designed to explore solutions for people denied valid documents by authoritarian regimes, including by Belarus.<\/p>\n\n\n\n

\u201cA passport is more than a document \u2013 it\u2019s access to freedom, work, travel and participation in society,\u201d she stressed on Instagram. \u201cA modern answer to the spirit of the historic Nansen passport could help protect those forces into exile and ensure they are not left without rights or identity.\u201d<\/p>\n\n\n\n

Three years ago, Alaksandar \u0141uka\u0161enka signed an edict that prohibits Belarusian missions abroad from providing passport services to Belarusians. The measure was designed to force exiled Belarusians to return to Belarus to obtain or renew their passports, thereby risking politically-motivated arrests.<\/p>\n\n\n\n

Several European Union countries, including Austria, Cyprus, Lithuania, France, Spain, Sweden and Estonia recognize expired Belarusian passports.<\/p>\n\n\n\n

Belarusian pro-democracy forces warned earlier that the number of Belarusians with expired passports is likely to increase in the future, and a solution is needed to simplify the issue of alternative IDs.<\/p>\n\n\n\n
