June 11, Pozirk.<\/em><\/strong> A delegation of the transport ministry\u2019s aviation department took part in a meeting of directors general of civil aviation of the International Civil Aviation Organization (ICAO)\u2019s regions, the Belarusian ministry reported on June 11.<\/p>\n\n\n\n

The meeting took place in Castellaneta, Italy, with the Belarusian delegation led by Deputy Director Alaksandar Apiet.<\/p>\n\n\n\n

Under discussion were “issues relating to the development of regional and international cooperation, an exchange in best practices, the expansion of air routes and ensuring the sustainable development of the civil aviation sector,” the ministry said.<\/p>\n\n\n\n

According to it, the Belarusian delegation also had talks with ICAO Secretary General Juan Carlos Salazar and the director of the ICAO European and North Atlantic Regional Office, Nicolas Rallo. The participants reportedly discussed \u201cpressing cooperation issues,\u201d with the Belarusian side sharing Minsk\u2019s views on \u201cproblematic issues of functioning of the country’s aviation industry under modern conditions.”<\/p>\n\n\n\n

ICAO has not yet commented on the meeting. It comes as Minsk appears to be pushing for lifting international sanctions on Belarus\u2019 national airline.<\/p>\n\n\n\n

Bie\u0142avija (Belavia) was banned from the European Union after security forces forced a Ryanair plane to land in Minsk in May 2021 to arrest an opposition blogger and his girlfriend. The incident has not been properly investigated because Belarusian officials denied international experts access to key evidence and witnesses.<\/p>\n\n\n\n

The ICAO Council determined that the bomb threat against Ryanair Flight 4978 \u201cwas deliberately false and endangered its safety, and furthermore that the threat was communicated to the flight crew upon the instructions of senior government officials of Belarus.\u201d<\/p>\n\n\n\n

The sanctions against Bie\u0142avija were toughened following a full-scale invasion of Ukraine by Russia in February 2022. The United States imposed its own restrictions on the airline in August 2023.<\/p>\n\n\n\n

In November 2025, Washington lifted its sanctions after American diplomats had secured the release of more than 50 designated political prisoners during talks with Alaksandar \u0141uka\u0161enka.<\/p>\n\n\n\n

In February 2026, Vilnius formally complained to the ICAO about invasions of its airspace from Belarus by cigarette-smuggling weather balloons.<\/p>\n\n\n\n
