April 28, Pozirk.<\/em><\/strong> The Estonian interior ministry is preparing amendments to legislation restricting real estate purchases in the country, ERR<\/em> reports.<\/p>\n\n\n\n

The move aims to limit the ability of hostile states or individuals under their control to use property for intelligence gathering, influence operations against Estonia or sabotage activities, according to a ministry memorandum cited by the media outlet.<\/p>\n\n\n\n

The proposed amendments reportedly include a provision banning the purchase of real estate in Estonia by nationals of Belarus and Russia without permanent residence permits, as well as by companies from those countries and legal entities in which they are the ultimate beneficial owners.<\/p>\n\n\n\n

The ban will not apply retroactively and will not affect individuals holding long-term residence permits, whose backgrounds are considered to have been sufficiently verified. Affected individuals will retain the right to lease or rent real estate, while Estonian authorities will be able to grant permission for property purchases on a case-by-case basis.<\/p>\n\n\n\n

New regulations are expected to affect around 600 transactions per year and, according to the interior ministry, are unlikely to have a significant impact on the Estonian real estate market.<\/p>\n\n\n\n

As of April 2025, 896 Belarusians were registered as real estate owners in Estonia.<\/p>\n\n\n\n

Last year, Latvia and Finland banned people and companies from Belarus and Russia from buying properties.<\/p>\n\n\n\n

In February 2022, Russia started a full-scale war against Ukraine in which the Belarusian authorities supported the Kremlin, allowing Russian troops to attack Ukraine from Belarus on multiple occasions and supplying arms to Moscow.<\/p>\n\n\n\n
