November 12, Pozirk<\/em>.<\/strong> Lithuanian Prime Minister Inga Ruginien\u0117 has confirmed receiving an official proposal from Minsk to hold talks on settling border issues.<\/p>\n\n\n\n

Vilnius will review the proposal and make decisions, Ruginien\u0117 said, according to LRT<\/em>.<\/p>\n\n\n\n

Authorities see positive signals but need to be sure, she said. They will immediately reopen the border and allow traffic if there is certainty, she added. She attributed the shutdown to fighting off \u201ca hybrid attack that uses balloons.\u201d<\/p>\n\n\n\n

Earlier today, Lithuanian Interior Minister Vladislav Kondratovi\u010d said Lithuania could offer Belarus a meeting of border officials to resolve the crisis after the border closure related to cigarette-smuggling balloons.<\/p>\n\n\n\n

He noted \u201cpositive\u201d signals from Belarus. \u201cAs for the border, we seem to see certain moves from Belarus,\u201d he stated.<\/p>\n\n\n\n

However, Lithuanian Foreign Minister K\u0119stutis Budrys has consistently opposed negotiations \u201con Minsk\u2019s terms.\u201d<\/p>\n\n\n\n

On the same day, Belarusian Foreign Minister Maksim Ry\u017eanko\u016d said that Belarus is ready to negotiate with Lithuania border reopening \u201cat any time, in any territory, without any preconditions,\u201d but stressed that the crisis went \u201cabsolutely beyond the authority\u201d of the border control agencies.<\/p>\n\n\n\n
