September 17, Pozirk.<\/em><\/strong> Ideology workers across Belarus will hold information sessions tomorrow based on newly issued manuals that promote a hostile narrative toward Ukraine, despite September\u2019s official theme emphasizing peace and harmony, according to Pozirk\u2019s<\/em> analysis.<\/p>\n\n\n\n

\u201cWe do not base our Belarusian ideology on disparaging other nations or fostering hatred toward them, as, unfortunately, our southern neighbors do. We are a nation of hard workers and creators,\u201d one manual states. The document provides instructions for propaganda officers on how to influence young people. The reference to \u201csouthern neighbors\u201d clearly points to Ukraine.<\/p>\n\n\n\n

The manual, published by the Scientific Research Institute of Theory and Practice of State Governance under the Management Academy of the President, describes Russia\u2019s war against Ukraine\u2014ongoing since early 2022\u2014as \u201cthe bloodiest conflict in Europe since the end of the Second World War.\u201d It avoids any discussion of Minsk\u2019s support for the Kremlin, instead portraying Belarus as a \u201cpeaceful country\u201d whose hallmarks are \u201cpeace and stability.\u201d<\/p>\n\n\n\n

Manuals intended for the ideological indoctrination of intellectuals also include strong anti-Ukrainian themes. For example, the authors accuse unnamed \u201cnew Banderites\u201d of \u201ccommitting genocide\u201d under \u201cessentially Nazi slogan\u201d: \u201c\u0416\u0438\u0434\u044b, \u043b\u044f\u0445\u0438, \u043c\u043e\u0441\u043a\u0430\u043b\u0438 \u2014 \u043d\u0430\u0439\u043b\u044e\u0442\u0435\u0439\u0448\u0438\u0435 \u0432\u0440\u0430\u0433\u0438!\u201c (\u201cJews, Poles, Russians are the worst enemies\u201d).<\/p>\n\n\n\n

One text, apparently poorly edited, claims that Europe sold Ukraine the message \u201cUkraine is not Russia\u201d in the \u201c28th century.\u201d Even Ukraine\u2019s second president Leonid Kuchma bought into it, it says, in a reference to Kuchma\u2019s book of the same title.<\/p>\n\n\n\n

Notably, no anti-Ukrainian rhetoric is found in a similar manual targeting workers.<\/p>\n\n\n\n
