February 21, Pozirk.<\/em><\/strong> The chairs of district and city executive committees have received the right to issue written demands for disciplinary action against employees. Alaksandar \u0141uka\u0161enka signed the edict \u201cOn Strengthening the Role of Basic-Level Executive Committee Chairs in Regional Development\u201d with this proviso today, his press service reported.<\/p>\n\n\n\n

He ordered decision-makers to coordinate \u201cterminating the activities of the district\u2019s important facilities or suspending the activities of organizations\u201d with the executive committee.<\/p>\n\n\n\n

According to the report, this allows \u201cto prevent ill-considered job cuts and the removal of socially significant facilities, such as ATMs, post offices, public transport stops and others.\u201d<\/p>\n\n\n\n

The decree \u201csignificantly expands\u201d the local executive committees\u2019 and chairs\u2019 human resources powers on state bodies and other organizations under their jurisdiction.<\/p>\n\n\n\n

\u201cThe demands (instructions) may be addressed to the heads of subordinate executive committees and other organizations located in the relevant territory.\u201d<\/p>\n\n\n\n

Failure to comply with these requirements will entail liability under the Administrative Offenses Code.<\/p>\n\n\n\n

\u0141uka\u0161enka also expanded the basic-level executive committees\u2019 financial capabilities \u201cto develop territories and meet the needs of citizens.\u201d<\/p>\n\n\n\n

He simplified the rules on the sale of common minerals, mainly sand, to citizens for their private needs and to organizations for improving and maintaining agricultural facilities.<\/p>\n\n\n\n

To carry out activities within the framework of the Year of Improvement, \u201crights have been granted to involve citizens and organizations actively for the common cause of restoring order in the country.\u201d<\/p>\n\n\n\n

The drafters of the regulation believe that all these measures will allow strengthening the local authorities\u2019 control over the regional situation, increasing their efficiency and revealing reserves for \u201ca quality increase in the standard of living.\u201d<\/p>\n\n\n\n

The decree comes into force on March 1.<\/p>\n\n\n\n

On February 6, at a meeting on improving the legal framework for the local authorities, \u0141uka\u0161enka announced that the district executive committee chairs will be responsible \u201cfor management in all areas, including the private sector.\u201d<\/p>\n\n\n\n

\u201cThis primarily concerns personnel. This is my harsh demand. No one should get away from this, talking and blabbing about some kind of liberalism. Some of our people haven\u2019t had enough of this liberalism,\u201d the Belarusian ruler said.<\/p>\n\n\n\n

He added that \u201cthere\u2019s nothing wrong\u201d for the district governors to \u201cappoint, approve and coordinate the heads of private structures in some sense\u201d\u2014\u201cthen they will have influence on this.\u201d<\/p>\n\n\n\n
