November 19, Pozirk<\/em>.<\/strong> Alaksandar \u0141uka\u0161enka has played down the role of the revamped All-Belarusian People’s Assembly (UNS) while presenting his view on of the agency that now has considerable powers, including authority to impeach the president, at least on paper.<\/p>\n\n\n\n

Addressing the assembly\u2019s Presidium, UNS Chairman \u0141uka\u0161enka indicated that it could be a problem if the assembly and the presidency is headed by different people sometime in the future.<\/p>\n\n\n\n

He also stressed that the UNS should not dominate other branches of power, according to his press office.<\/p>\n\n\n\n

“I must tell you what worries me a lot about the All-Belarusian People’s Assembly,” he said. “We need to resolve the main issue (or sort it out, since it has already been resolved in the Constitution): We all need to understand that the UNS should not interfere with anyone’s work.”<\/p>\n\n\n\n

As long as the UNS chairman and the head of state is the same person (he), this will not happen, he said, adding, \u201cBut later we can create big problems for ourselves.\u201d<\/p>\n\n\n\n

“To think that our highest representative body, the UNS, is on top and has the right to do anything in the country \u2013 we cannot live with this approach,” he stressed.<\/p>\n\n\n\n

However, he noted that the UNS has the right to make security decisions, such as “putting the country on a war footing.”<\/p>\n\n\n\n

\u201cSince it is defined that the UNS takes national security decisions\u2014war and peace and others\u2014these are only the powers of the UNS,\u201d he stressed. \u201cThe president submits [a proposal, if], God forbid, there is war or a threat of war. We convene the UNS, introduce the proposal, consider it and put the country on a war footing, if war breaks out tomorrow.\u201d<\/p>\n\n\n\n

He added that the UNS should follow the same procedure on government appointments.<\/p>\n\n\n\n

The Constitution adopted after the controversial February 2022 referendum, described the UNS as the people’s supreme representative body. The assembly approves domestic and foreign policy priorities and can sponsor legislation.<\/p>\n\n\n\n

\u0141uka\u0161enka was elected chairman of the UNS in an uncontested vote in April 2024. Observers speculated that the Belarusian leader enhanced the UNS expecting it to smooth over power transfer after he steps down as head of state. He would be able to keep his grip on power by remaining the UNS chairman.<\/p>\n\n\n\n
